The NEPS Requirements Development Subject Matter Experts will play a crucial role in the NAVSEA Enterprise Planning System (NEPS) initiative, particularly in support of the Budget and Financial Management Center (BFMC) and the Comptroller's office. This position is focused on developing processes and methodologies that will ensure the effective correlation and defense of recordation of allocations to requirements, with the ultimate goal of being 'audit ready' by 2027. This effort is in response to House Report 117-88, which mandates the Government Accountability Office (GAO) to review the Department of Defense's (DOD) progress towards achieving a clean audit opinion by the specified deadline. The responsibilities of the NEPS Requirements Development Subject Matter Experts include serving as a member of the Warfare Center Enterprise Data Warehouse (EDW) working group, where they will leverage existing Dashboard and Business Intelligence (BI) capabilities. They will also represent BFMC on the NEPS Advisory Group (NAG), focusing on the specific aggregate planning data necessary for managing and monitoring execution against NAVSEA's key performance indicators (KPIs). The experts will be tasked with developing and refining requirements and methodologies for monitoring adherence to the Office of the Secretary of Defense (OSD) Obligation and Expenditure goals, as well as creating requirements for dashboard methodologies that track NAVSEA's compliance with GAO audit requirements. In addition, the role involves conducting gap analyses and assessments for new NEPS functionalities, which includes mapping source requirements to existing NEPS data, identifying gaps, and providing detailed requirements for evaluation by the NAG. The experts will also work closely with NEPS developers to design in-tool solutions, validate changes, and recommend functionality releases. The position requires a strong background in requirements development and data analytics, with proficiency in statistical analysis and data visualization techniques, particularly within a DOD context. The ability to extract insights from complex datasets and present them clearly is essential, as is the capability to support decision-making processes and drive operational improvements.
