Position Summary The Neighborhood Services Division Manager oversees the daily operations of the division and reports to the Community Engagement and Culture Department Director. This role promotes and strengthens the City’s citizen development strategic objective. Promotes crime prevention programs such as neighborhood watch and facilitates neighborhood association development throughout the City. Works as a contact of the MyHometown Initiative focusing on resident access to resources and quality of life improvement, neighborhood development, and facilitating partnerships with community partners. Works with City staff in developing and maintaining communication between residents, neighborhoods and all City departments. Works with neighborhoods in defining problems and issues in order to develop and approve programs focused on strengthening neighborhoods, families and youth in the community.

Requirements

  • Knowledge of local government operations and structures.
  • Creative, passionate, enthusiastic, organized, detail-oriented, and able to prioritize projects and meet deadlines.
  • Knowledge of community organizing, placemaking, crime prevention, community revitalization, city planning, and local government.
  • Proficient with personal computers and software, including word processing, graphic design (Adobe Creative Suite, Canva), spreadsheets, and presentations.
  • Grant research, writing, and monitoring skills may be required for certain programs.
  • Ability to solve practical problems and deal with a variety of variables in situations where only limited standardization exists. Effective communication and ability to prepare written materials (newsletters, brochures, flyers, social media communication).
  • Report preparation and presentation skills for public, officials, and committees.
  • Ability to work with diverse groups.
  • Ability to work on multiple tasks and projects under strict deadlines.
  • Strong relationship-building skills with team members, city personnel, officials, agencies, stakeholders, and the public.
  • Willingness to attend evening and weekend community meetings and events.
  • Bachelor’s degree in Urban Planning, Community Development, Public Administration, Public Relations, or related field, plus two (2) years directly related work experience.
  • A combination of education and work experience may be substituted one for the other on a year-for-year basis.
  • Must be able to communicate fluently in English both verbally and in writing.
  • Possession of a valid Utah Driver’s license and the ability to drive to meetings throughout the community.
  • While performing the duties of this job the employee is regularly required to stand, walk, sit, talk, and hear.
  • Must be able to occasionally lift and/or move up to 50 pounds.
  • Must occasionally work in hot, cold, or inclement weather.

Responsibilities

  • Manages day-to-day programs, operations and staff of the Neighborhood Services Division.
  • Manages day-to-day programs and operations of the Neighborhood Watch program.
  • Manages day-to-day programs and operations of the resident committees assigned to the division.
  • Acts as a City liaison with residents and community partners, addressing public inquiries on neighborhood issues or City services.
  • Develops and maintains relationships between the City and community program partners, coordinating with various community-based groups, agencies, schools, committees, and other organizations to plan and develop programs benefiting residents and maximizing participation.
  • Promotes and encourages participation in the MyHometown initiative and other neighborhood programs.
  • Plans and schedules meetings, programs, presentations, and special events by conducting research to understand the community’s needs.
  • Attends evening and weekend meetings and events, preparing presentation materials, setting up displays, delivering presentations, and answering questions.
  • Assists with planning and implementation of citizen education campaigns.
  • Assists with maintenance of City website and social media platforms.
  • Answers public inquires on neighborhood issues or questions about City services.
  • Coordinates City participation in partner community events.
  • Plans and implements City-wide community events.
  • Coordinates City participation in Giving Tree.
  • Plans and facilitates neighborhood meetings, education workshops, safety fairs and other public forums that are often in the evenings. Schedules and organizes appropriate City Staffing at Neighborhood meetings.
  • Conducts research on programs to advance the City’s strategic plan. Assists in strategic communication with the public.
  • Provides staff assistance to other committees and organizations as assigned.
  • Researches, creates, and distributes strategic communication materials.
  • Researches new opportunities and programs to advance the City's strategic plan.
  • Coordinates with City departments, community groups, and other organizations to help address neighborhood issues.
  • Prepares written reports on current and long-range community-enhancement strategies.
  • Performs other related duties as assigned.
  • Supervises the Neighborhood Services Division staff.
  • May supervise volunteers in neighborhoods and interns in pursuit of advancing neighborhood programs.
  • May supervise MyHometown volunteers working in Community Resource Centers or in neighborhoods.
  • May supervise clerical assistants as assigned.
  • May supervise Community Engagement and Culture Department staff in the absence or at the direction of the department director.
