About The Position

Ensuring unity of effort across engineering, acquisition, and governance communities requires a leader who can coordinate, track, and drive cybersecurity actions with precision. That’s why we need you: a cyber governance and policy specialist with the expertise to synthesize inputs, guide strategic decision making, and mature an enterprise level cybersecurity framework. As a Lead cyber strategic planning and policy development specialist on our team, you will lead the assessment of cyber governance structures and policies, ensuring they align with mission objectives and evolving operational environments. You’ll evaluate how existing policies measure against mission needs, best practices, and industry standards, identifying areas of risk that require targeted action. You’ll coordinate cross functional cyber activities, prepare leadership decision materials, refine policy direction, and transform technical and programmatic insights into actionable, defendable governance artifacts. You’ll operate mostly independently, taking full ownership of deadlines, stakeholder engagement, and the execution of cybersecurity related tasks. Your ability to translate ambiguity into structured processes, recommend actionable paths forward, and maintain alignment across engineers, analysts, logisticians, and leadership will be essential as you help mature a rapidly evolving mission environment. Requirements

  • 10+ years of experience leading or coordinating technical, programmatic, policy, or organizational actions across multiple stakeholders
  • Experience planning organizational cybersecurity policy, processes, and governance documentation
  • Experience managing taskers, synchronizing cross functional actions, and driving accountable outcomes
  • Experience with Navy‑tailored RMF, cybersecurity governance frameworks, and acquisition‑focused security classification governance, including SCG and derivative classification integration
  • Ability to independently synthesize complex information and communicate clearly with technical and non-technical audiences, including senior leadership
  • Secret clearance
  • Bachelor's degree in an Engineering, Cybersecurity, or Management field
  • IAM Level II certification

Nice To Haves

  • 5+ years of experience supporting Navy acquisition or In Service Engineering programs
  • 3+ years of experience as a program or project manager
  • Experience integrating cybersecurity considerations into acquisition, sustainment, or technical program documentation
  • Experience mapping cybersecurity controls to system engineering requirements, such as DoD 5000 series, NIST SP 800‑160, or Navy Tech Warrant processes
  • Knowledge of cyber workforce roles, qualifications, and training plans
  • Knowledge of DON CIO policy, SECNAV instructions, and ICS/OT cybersecurity directives and practices
  • PMP or other cybersecurity or project governance certifications
