The Naval and DoD Warfare Analyst will be part of a dynamic team supporting test and evaluation projects on behalf of the Test Resource Management Center offices in the Pentagon and offices in nearby Alexandria, Virginia. The TRMC mission is the readiness of DoD test and evaluation (T&E) capabilities, infrastructure, and workforce to support DoD modernization. The TRMC provides governance over DoD test resources (open-air test ranges, ground test facilities, hardware-in-the-loop laboratories, measurement facilities, software testbeds, and modeling and simulation used for testing), including the Major Range and Test Facility Base (MRTFB). The TRMC forecasts future T&E needs, defining strategic investment portfolios to test hypersonics, directed energy, autonomy and artificial intelligence, electronic warfare, cyber, nuclear effects, space systems, and multi-domain operations. Addressing the highest priority test gaps, the TRMC invests in the development of new and upgraded test resources, executed in partnership with the Services and Defense Agencies, to improve Joint and multi-Service DoD test capabilities that support acquiring advanced warfighting capabilities. In this role, you will: Serve as Contractor SETA support to the TRMC Test Resource – Governance Division Chief Serve as Subject Matter Expert (SME) on the T&E capabilities of Naval T&E ranges and facilities Organize, facilitate and execute TR-G staff actions Serve as lead contractor for MRTFB changes, MRTFB Composition Listing, and MRTFB change data analytics Serve as TRMC SME on the development of Remote Test Range policy Serve as TRMC SME on the T&E Workforce Collect and analyze key workforce data to support range readiness assessments Collect and analyze key workforce data to support congressional reporting requirements for workforce hiring flexibilities Serve as TRMC Intern program SME. Develop program growth and maturation options. Collect and analyze program performance metrics. Serve as SME on various DoD Policy Board on Federal Aviation committees Work with TR-G to ensure all RCC groups are represented per TRMC requirements Serve as TRMC representative to Range Commanders Council Operations Group Serve as TR-G SME on range scheduling systems Lead and conduct research on T&E challenges, issues, and solutions: obtain relevant DoD documents, develop requirements for studies, analyze options and develop required documentation Coordinate, facilitate, and participate in inter-agency meetings across DoD stakeholders and summarize the proceedings Review policy and legislation for impacts on T&E and associated test workforce and infrastructure Understand and execute all duties in support of an OSD Action Officer

Requirements

  • Active DoD Top Secret clearance with SCI eligibility
  • A Bachelor's degree
  • Multi-disciplinary technical and analytical background supported by broad technical experience
  • Relevant DoD or similar experience applicable to TRMC charter.
  • 10 years of general work experience; minimum five (5) years of relevant professional experience
  • Ability to work effectively both individually and as a member of a team
  • Willingness to work on all aspects of team priorities
  • Ability to work with a wide range of contributors, to include engineers, subject matter experts, functional teams, and senior leadership
  • Experience tracking team progress to plan
  • Ability to handle multiple tasks simultaneously and work within tight deadlines
  • Excellent written and oral communication skills including copy editing experience
  • Proficiency with Microsoft Office to include Word, Excel, and PowerPoint
  • The ability to travel up to 10%.

Nice To Haves

  • Technical experience in engineering or physics
  • Experience in the development, drafting, editing, publishing, distribution, coordination of executive-level communication deliverables, to include information papers, guidance memoranda, policies, technical reports, congressional reports, annual reports, responses to media inquiries, briefings, and presentations
  • Experience in test of Naval Warfare systems
  • Experience in managing federal internship programs
  • Experience organizing, facilitating, leading Microsoft Teams sessions
  • Knowledge of T&E computer/communications network techniques

  • Department of Defense and National Capital Region experience
  • Research, Development, Test and Evaluation (RDT&E) or similar technical T&E management experience
  • Knowledge/experience with DoD PPBE, JCIDS, DFAR
