About The Position

TJFACT is seeking a well-qualified Natural Resources Program Assistant to support the Department of State – INL/ACB/NRC , in Washington, D.C. ! This position is equivalent to a Program Assistant/Program Support Specialist LVL 3. Please note this role a TPC and is contingent upon a contract award.

Requirements

  • U.S. Citizen or legal U.S. resident
  • Active security clearance
  • A Bachelor’s degree from an accredited institution.
  • Four (4) to six (6) years’ experience in relevant field.
  • Demonstrated ability to work on projects and issues within overall policy guidelines
  • Demonstrated skilled in oral and written communication, sufficient to draft action and info memos, congressional testimony, press guidance and congressional and general correspondence
  • Knowledge of international narcotics and law enforcement issues.

  • Demonstrated proficiency in English grammar, punctuation, usage, and style and able to edit in a form suitable for lay audiences.
  • Demonstrated familiarity with U.S. foreign policy issues, foreign assistance programs, and/or natural resources.

Responsibilities

  • Provide program management support from Washington, DC for field activities implemented by the NRC team.
  • Assist in the coordination of logistics and program administration, especially related to budgets, funding, travel, human rights vetting, monitoring and evaluation.
  • Support collection and maintenance of monitoring and evaluation data, ensuring implementers are responsive, providing quality data, and that all data is properly uploaded into INL systems
  • Assist with the coordination of program activities with other key stakeholders offices/agencies in Washington, DC and overseas.
  • Under supervision of the Branch Chief and/or Program Officers, provide timely and effective communication with embassies and other key stakeholders.
  • Maintain master calendar of all training and foreign assistance related activities.
  • Assist with tracking spending and obligations for the programs.
  • Establish and maintain an accurate Employee Master Time and Attendance Record for each assigned employee on a bi-weekly basis.
  • Ensures that each pay record is supported by appropriate documentation.
  • Advises staff members on time and attendance policies and procedures.
  • Ensures that data is timely and accurately submitted to the National Finance Center.
  • Serves as liaison with the Human Resources Branch staff in resolving time and attendance discrepancies.
  • Locks all Time and Attendance material in an area away from general contact with other employees.
  • Ensures that the COR or Direct Hire has reviewed all timesheets.
  • Assist with preparing reports and other documents related to reporting on the funding and activities of the program.
  • Schedule meetings, appointments, and conferences in accordance with branch chief or program officer instructions.
  • Establish and maintain team records of various types that may be needed or will assist in the efficient operation of the team.
  • Ensure files have all pertinent documents and signatures.
  • Maintain and update file system accurately to enable quick and efficient retrieval of information.
  • Perform file disposition actions accurately and in accordance with established procedures.
  • Manage accurate receipt, control, logging, safekeeping, and necessary action on all classified material received.
  • Assist with drafting and/or review INL program documents such as statements of work, letters of agreement, interagency agreements, etc. in support of the team.
  • Track programmatic documents for clearance through the process to completion, raising any issues to program officers or INL/ACB office leadership.
  • Assist the Branch Chief, Program Officer and other program staff with research and analytical support including for the design of country programs, outreach to international organizations, implementation and oversight of field projects.
  • Make careful and exhaustive searches for information difficult to obtain, compile data, and make preliminary analysis for the supervisor or other staff officers as appropriate.
  • Read incoming publications, regulations, and directives that may be important to the activities of the team. Refer those of importance or interest to the team members and leaders.
  • Assist in drafting program documents, including meeting notes, briefing and decision memoranda, issue papers, trips reports, etc.
  • Manage and proactively help identify opportunities for social media and outreach.
  • Keep team documents up to date in SharePoint and on the programmatic fact sheet
  • Assemble and track taskers for books for trips, conferences, etc.
