About The Position

At PNNL, our core capabilities are divided among major departments that we refer to as Directorates within the Lab, focused on a specific area of scientific research or other function, with its own leadership team and dedicated budget. Our Science & Technology directorates include National Security, Earth and Biological Sciences, Physical and Computational Sciences, and Energy and Environment. In addition, we have an Environmental Molecular Sciences Laboratory, a Department of Energy, Office of Science user facility housed on the PNNL campus. The National Security Directorate (NSD) drives science-based, mission-focused solutions to take on complex, real-world threats to our nation and the world. The NSD Program Development Office serves our sponsors by anticipating and understanding the national security issues of today and preparing for the threats of tomorrow. We partner with government and industry sponsors to understand the big challenges or threats, foreign or domestic, and explore opportunities to apply science and technology-based solutions, at all technology readiness levels, to their problems. We also work with our scientists, researchers, engineers, and policy analysts to connect research funding with the non-trivial work of science and technology exploration across the national security mission space. PNNL is recruiting a National Security Program Development Advisor to support our sponsors’ evolving mission requirements. PNNL’s NSD partners with DOE, Department of War, Department of Homeland Security and other members of the US National Security Community to secure our critical infrastructures, counter foreign threats, and develop science and technology solutions to solve our sponsors’ diverse mission requirements. NSD employs our researchers, tools, and technologies to play a key role in advancing the ability to detect, identify and secure nuclear materials, support development and adherence to nonproliferation treaties, secure our nation's borders, and protect critical infrastructures. PNNL’s scientific discovery and capabilities—rooted in innovative theory, methods, algorithms, and tools—are enabling stronger, more resilient technologies and systems to safeguard national security. As a result of our decades of radiological and nuclear materials expertise, advanced computing and threat analysis capabilities, and a broad fundamental science base, we are identifying and countering emerging threats that have significant impact at home and around the globe. The role will support NSD Leadership in developing and executing long-term strategies to solve our sponsors’ evolving mission requirements.

Requirements

  • BS/BA and 15 years of relevant experience -OR- MS/MA or higher and 13 years of relevant experience
  • Excellent oral and written communications skills.
  • Ability to work effectively in dynamic and continually changing environments.

Nice To Haves

  • Experience in successfully setting vision, strategy, objectives, and priorities to enhance organizational performance.
  • Track record of impactful sponsor engagement, leveraging science and technology to solve sponsor mission requirements.
  • Track record of building strong relationships with decision-makers and senior leaders in the Federal Government.
  • Experience managing full project and program scope from formulation stages (proposals, planning, estimating and scheduling) to project control and performance measurement, through project delivery and closeout.
  • Experience developing and achieving strategic objectives for Federal Sponsors; including the development of novel concepts and approaches where little precedent exists (creativity).
  • Recognition as a strategic-thought leader in the national security community.
  • Strong understanding of DOE Strategic Partnership Program (SPP) and the Strategic Intelligence Partnership Program (SIPP) mechanism that facilitates the DOE Labs working directly with Federal partners via DOE.
  • Illustrated experience working with DOE, other government agencies, and private industry to solve national security problems.
  • History of managing large and complex programs and organizations, preferably at a DOE National Laboratory.

Responsibilities

  • Collaborate across PNNL and within NSD, including sectors, subsectors, program managers, line managers and programs.
  • Develop, communicate and execute NSD strategy.
  • Engage NSD sponsors to understand mission priorities. Leverage sponsor-shared knowledge to refine and build new capabilities in partnership with the NSD Team.
  • Leverage proven skills in collaboration, interpersonal communications, problem solving, and human relationships.
  • Develop and build strategic partnerships within the lab, with other national labs, universities and industry. Promote a culture of mentoring and advancing staff in their careers.
  • Deploy the entire scientific and engineering base of the Laboratory, as appropriate, to bring the best technical solutions available to sponsors and supports and/or refines sector priorities; oversees the expenditure of the business development funds associated with proposal development and relationship management.
  • Participate at the national and international level in professional societies, conferences, and symposia, and committees to foster awareness and recognition of PNNL's strengths and capabilities.
  • Promote a culture amongst our staff that thrives on innovation and the application of basic science to drive transformational applied outcomes for our sponsors’ mission.
