AARP Foundation works for and with vulnerable people over 50 to end senior poverty and reduce financial hardship by building economic opportunity. As a charitable affiliate of AARP, we serve AARP members and nonmembers alike. Through vigorous legal advocacy and evidence-based solutions, and by strengthening supportive community connections, we foster resilience, advance equity and restore hope. The National Director for AARP Foundation's Senior Community Service Employment Program (SCSEP) directs the development, execution, and implementation of a complex program with multiple funding streams and over 120 headquarters and field staff in offices in 22 states and Puerto Rico. The SCSEP Program administered by the Department of Labor, is a federally funded initiative designed to help low-income, unemployed individuals aged 55 and older gain work experience and job training. Authorized by Title V of the Older Americans Act, SCSEP participants work part-time in community service roles at non-profits and public agencies such as schools, hospitals, and senior centers. Through this model, jobseekers can build their resumes and self-confidence while earning income and serving their communities. During their enrollment on the program, participants earn the highest of the federal, state, or local minimum wage and typically work 20 hours per week. The program aims to transition participants into unsubsidized employment. SCSEP helps address the unique challenges older workers face in the job market, such as age discrimination, technological barriers, and lack of social capital. The program offers tailored supports including digital literacy training and job placement assistance to help participants overcome these barriers and improve their employability.
