About The Position

The Department of Social Services (DSS) is comprised of the administrative units of the New York City Human Resources Administration (HRA) and the Department of Homeless Services (DHS). HRA is dedicated to fighting poverty and income inequality by providing New Yorkers in need with essential benefits such as Food Assistance and Emergency Rental Assistance. DHS is committed to preventing and addressing homelessness in New York City by employing a variety of innovative strategies to help families and individuals successfully exit shelter and return to self-sufficiency as quickly as possible. Information Technology Services (ITS) is DSS's technology services organization. ITS mission is to support the daily, emergent, and long-term needs of both agencies. ITS creates and enhances the technology infrastructure and computer applications that support HRA and DHS and develops applications, including a variety of client eligibility and recertification systems, case management systems, housing systems, employment/work engagement services, revenue producing computer matches, claiming systems, and personnel systems. Information Technology Services (ITS) is recruiting for one (1) Graphic Artist II, to function as a Multi-Media Editor, who will utilize computer software to design and develop multi-media digital assets, including animations, dynamic visual content, models, illustrations, motion graphics, charts and graphs. Conceptualize scripts into engaging and clear video and print presentations that help individuals efficiently acquire knowledge and skills. Design videos that are interactive and engaging, enabling users to learn efficiently and intuitively, improving the overall user experience. Create clear, easy-to-understand visual content, including animations, tutorials, and demonstrations.

Requirements

  • A baccalaureate degree, with a major in fine or graphic arts, from an accredited college and one year of full-time paid experience as a commercial or graphic artist; or
  • A four-year high school diploma or its educational equivalent plus two years of training in a technical school approved by a state's Department of Education or comparable governmental agency, in oils, water colors, painting, design, black and white, layout, computer graphics, and other art media, and three years of acceptable full-time paid experience as a commercial or graphic artist.
  • At least one year of experience as a Graphic Artist, Assignment Level I; or the Qualification Requirements described above, plus two additional years of acceptable specialized paid experience conceptualizing and initiating graphic art projects.

Responsibilities

  • Utilize computer software to design and develop multi-media digital assets, including animations, dynamic visual content, models, illustrations, motion graphics, charts and graphs.
  • Conceptualize scripts into engaging and clear video and print presentations.
  • Design videos that are interactive and engaging, enabling users to learn efficiently and intuitively.
  • Create clear, easy-to-understand visual content, including animations, tutorials, and demonstrations.
  • Ensure all video content adheres to established branding, style guidelines, and accessibility standards.
  • Plan creative approaches and production for website design, infographics, logos, color palettes, style guides, and image libraries.
  • Select media and processes to be used for deliverables.
  • Apply established design standards and collaborate with team members to create engaging video content for diverse delivery methods.
  • Identify digital asset needs, text-to-voice conversion requirements, and program brand guidelines for video production.
  • Work closely with instructional designers, subject matter experts, developers, and stakeholders to ensure video content aligns with learning objectives and business goals.
  • Share drafts of videos with stakeholders for review and collect feedback on content, clarity, and design.
  • Analyze, synthesize, and implement feedback from stakeholders.
  • Test videos for technical quality and ensure they meet branding guidelines.
  • Coordinate the release of videos across appropriate channels.
  • Communicate project data via presentations and reports with stakeholders.
  • Track key development metrics to provide project management data.
  • Document any difficulties encountered and highlight effective strategies, tools, and processes.
