About The Position

Reporting to the Director of Community Services, the MST Program Manager works collaboratively with the MST Supervisors of multiples counties to direct effective oversight and implementation of the Multisystemic Therapy model. The Program Manager collaborates with the Supervisors to afford direction and administrative support for programming with assigned county teams. Ensures that necessary program practices are in place, and aids in overcoming barriers to those practices as needed. Ensures appropriate clinical direction and supervision in alignment with MHY and MST policies, goals and strategies. Must be able to work some flexible hours including rotating on-call coverage. ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. The requirements listed below are representative of the knowledge, skill, and/or ability required. Collaborates with the Assistant Director, MST Supervisors, MST Network Partner and otherwise as appropriate internally, to develop and adhere to programmatic goals, related procedures and policies. Collaborates with the Assistant Director and Supervisors to cultivate and maintain relationships with stakeholders and overcome barriers to the effective implementation of MST. With the Assistant Director and others as needed, develops and implements viable budget and funding objectives for the programs. Collaborates with the Assistant Director, Supervisors and Network Partner in the development of solutions to implementation barriers, such as through Program Implementation Reviews (PIRs) and other program and organizational mechanisms. Collaborates with Assistant Director and Supervisors to provide reports to MHY administration, funding sources and referral sources as required regarding program outcomes, cost effectiveness, and practices. Collaborates with the Assistant Director, Supervisors, Human Resources, and the MST Network Partner as necessary on the recruitment and hiring of MST employees. Collaborates with MST Supervisors to assess Therapist performance, including model adherence data, client outcomes data, and other relevant data and performance markers. Supports MST Supervisors with Therapists performance objectives, including assistance with performance issues and related goals and timelines within performance plans to support outcomes. Supports MST Supervisors in coordinating services within the agency and with other community providers, and promptly addresses obstacles individually or with the Supervisor or Director as needed. Conducts supervisions with MST Supervisors on a weekly basis, and affords individual supervision or further performance measures as necessary and in compliance with MHY policy, and MST standards. Ensures timely and accurate documentation occurs related to all MST operations and service delivery, and in compliance with MHY, MST, state, county and other referral requirements. Provides organizational and MST training on both a group and individual basis as required and necessary. Completes all documentation in an accurate and timely manner in support of organizational and treatment objectives, including that which is necessary for State, County or managed care audits. Collaborates with staff, other managers and partnering agencies in support of outcomes and objectives set forth by MHY. Attends group and team meetings as required.

Requirements

  • Master’s degree in Psychology, Counseling, Social Work or related field of study, and demonstrated success in program management supporting the clinical treatment of youth with serious mental health and behavioral issues.
  • LPC, LSW or LCSW licensed in Pennsylvania required and shall be maintained.
  • Demonstrated understanding of treatment and systems theories and their application in children’s mental health services, as well as juvenile justice and national policies, procedures and trend within the mental health system.
  • Must have minimum of two years prior experience with clinical supervision, program development and management, including design, budget management and funding, and program marketing and evaluation.
  • Prior experience in the day-to -day operations of a community-based and/or social service program for children, adolescents and families, including previous supervisory experience required.
  • Demonstrated experience coordinating services with other community providers required.
  • Must have or be capable of maintaining current FBI, 33 and 34 Clearances.
  • Current PA state driver’s license with evidence of an insurable driving record required.
  • Must possess demonstrated PC skills including common MS Office applications.
  • Additional training or licensing as required by regulations, or as deemed necessary by the Executive Director or Director.
  • Ability to apply concepts of basic math principles in common business applications including budget management.
  • Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals.
  • Ability to calculate figures and amounts such as proportions, and percentages.
  • Ability to adjust the presentation of information to diverse audiences.
  • Ability to read and comprehend simple to moderately complex clinical research, instructions, general business correspondence, and memos.
