About The Position

GRADE 23 LOCATION OF POSITION Maryland State Police Forensic Sciences Division 221 Milford Mill Road Pikesville, MD 21208 Main Purpose of Job The Forensic Scientist Supervisor is responsible for the daily operations of the Biology Section's Technical Unit. This position oversees the activities of the Technical Unit forensic scientists and manages the validations and laboratory support with assistance from the Technical Leader (FSA) and Validation Coordinator (FSA). The employee is expected to perform minimal casework analysis and will review the work of scientists and can provide expert testimony. The employee is often consulted in decisions affecting the entire Biology Section and may be asked to fill in for the other Biology Section Supervisors as needed. As a Forensic Scientist, the employee shall meet the qualifications and responsibilities listed in the DHMH COMAR regulations(10.51.06.14.15.16.17)

Requirements

  • A Bachelor’s degree in chemistry, biology, biochemistry, genetics, medical technology, pharmaceutical science or related physical, natural or forensic science from an accredited college or university.
  • Five years of experience in comparative analysis or scientific evaluation of evidence in the discipline supervised including experience in providing testimony as an expert witness in moot or criminal court.
  • Applicants must have successfully completed a minimum of (3) courses in the subject areas of Biochemistry, Genetics and Molecular Biology for a total of (9) cumulative semester hours.
  • Additionally, applicants must have successfully completed coursework covering Statistics and/or Population Genetics
  • Four of the five years of the experience must be in comparative analysis or scientific evaluation of forensic biological evidence to include experience in courtroom testimony as expert witness in moot or criminal court.
  • Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
  • Candidates appointed to this classification must possess the certification or license required by the governing body of the forensic discipline associated with the job duties for the specific position.
  • Employees in this classification are subject to call 24 hours a day and, therefore, are required to provide the agency with a telephone number where they can be reached.
  • Employees in this classification are subject to random substance abuse testing in accordance with Code of Maryland Regulation 17.04.09, Testing for Illegal Use of Drugs.
  • In accordance with Public Safety Article, Section 2-204 (b) (6) of the Annotated Code of Maryland, candidates for positions in this classification will be subject to an initial drug screening, a physical examination, submission of a DNA sample, and a complete criminal background investigation, to include a polygraph examination before permanent appointment can be made. A criminal conviction may be grounds for rejection of the candidate.

Nice To Haves

  • Work experience in an ISO 17025-accredited laboratory
  • Experience as a Technical Assessor for ANAB, A2LA and/or FBI QAS
  • Expert witness testimony in serology, DNA and/or admissibility hearings
  • Two years as a supervisor or lead examiner in a forensic workplace preferentially DNA focus
  • American Board of Criminalist certification (emphasis in Molecular Biology)

Responsibilities

  • Oversee the Technical Unit
  • Oversee the Proficiency Testing Program for the Biology Section
  • Review Casework Analysis
  • Successfully complete proficiency tests according to the documented schedule
  • Undergo training and competency testing
  • Annual Review of the Biology Section Quality System as required by the FBI Quality Assurance Standards
  • Annual review of casework and database files as required by the FBI Quality Assurance Standards
  • Coordinate with the Forensic Scientist Manager, other Biology Supervisors, and other Unit Supervisors within the Forensic Sciences Division on issues involving Forensic Biology
