The Motor Pool Supervisor/Lead Technician is responsible for coordinating the operation of the motor vehicle and equipment repair shop within the State Supported Living Center (SSLC) or State Hospital (SH).  Serves as the lead motor vehicle technician.  Provides direction to motor vehicle technicians in the execution of all fleet vehicle and equipment repair. Designates, oversees quality of work and assigns and prioritizes the work of other motor vehicle technicians.  Ensures vehicles are inspected timely and properly and that scheduled maintenance is performed.  Performs and provides direction to others in performing motor vehicle technician diagnostic and repair work, paint and body work, and after-market accessory installation on a variety of motor vehicles such as full-sized vans, wheelchair vans, paratransit/small buses, trucks, cars, forklifts and tractors. Uses a variety of tools and equipment safely and instructs other technicians int eh use of the equipment.  Requisitions supplies, checks deliveries, maintains records of work performed, prepares purchase orders, processes paperwork and ensures work area is clean and orderly. Performs other duties as assigned. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment. Performs other duties as assigned. Other duties as assigned include actively participating and/or serving in a supporting role to meet the agency’s obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location.

Requirements

  • Knowledge and understanding of motor vehicle operations and traffic safety rules and regulations.
  • Knowledge of safety practices and principles in a repair shop.
  • Knowledge of passenger loading and unloading procedures and protocols.
  • Knowledge of the maintenance of motor vehicles.
  • Knowledge of general vehicle repair and maintenance.
  • Knowledge of stationary diesel engine repair and maintenance
  • Knowledge of vehicle installed hydraulic systems.
  • Skill in the operation/driving of motor vehicles such as full-sized vans, wheelchair vans, paratransit/small buses, trucks, cars, forklifts and tractors.
  • Skill to safely maneuver vehicles into tight areas.
  • Skill in locating and diagnosing defective mechanical problems.
  • Ability to follow schedules and instructions in operating vehicles.
  • Ability to understand and to comply with written and oral instructions.
  • Ability to understand and sign the “New/Existing Employee – Driver Qualification Statement” regarding driving eligibility.
  • Valid Texas driver’s license is required.
  • Eligible driving record required based on HHSC Fleet Management policy is required.
  • At least two (2) years of experience as a motor vehicle technician.
  • Experience performing scheduled maintenance such and oil and filter changes, transmission service, brake and suspension repair, tire installation and repair, wheel alignments, air conditioning diagnosis and repair, or other scheduled maintenance.
  • Experience performing engine tune-ups.
  • Experience using diagnostic testing and repair equipment such as code readers, wheel balancers, tire changers, aligners, hydraulic lifts, and other vehicle equipment.
  • Applicants must pass a fingerprint criminal background check, pre-employment drug screen, and registry checks including the Client Abuse/Neglect Reporting System (CANRS), Nurse Aid, Medication Aide and Employee Misconduct, List of Excluded Individuals/Entities (LEIE). Males between the ages of 18-25 must be registered with the Selective Service.
  • All applicants must be at least 18 years of age to be considered for employment at a state-operated facility.
  • Compliance with HHSC immunization policy and state hospital operating procedures related to immunizations is required.

Nice To Haves

  • Certification from the National Institute of Automotive Service Excellence is preferred.
  • Texas Motor Vehicle Safety Inspector license is preferred.
  • Experience supervising or overseeing the work of other motor vehicle technicians is preferred.

Responsibilities

  • Coordinates/supervises the functioning of the motor vehicle pool to ensure the facility's fleet of vehicles and equipment has an operational rate sufficient to fully support the needs of the facility. Serves as the lead technician ultimately responsible for the correct fault diagnosis and repair of all vehicles and equipment.
  • Provides direction to motor vehicle technicians in the execution of all fleet vehicle and equipment repair. Designates, oversees quality of work and assigns and prioritizes the work of other motor vehicle technicians.  Trains other technicians to perform assigned duties and safety practices commensurate with skills and experience. Consults with supervisor to correct employee performance through agency approved practices. Communicates with others to facilitate motor pool-related business and promote productive work relationships with others.
  • Ensures vehicles are inspected timely and properly.  Inspects motor vehicles, including electrical and cooling systems, within the scope of experience and qualifications.   Estimates repairs, determining which can be handled with the current resources and expertise and which need to be outsourced for repair or inspection.  Takes appropriate actions, consulting with supervisor when necessary.
  • Exchanges, rebuilds and overhauls engines, transmissions, carburetors, and other major vehicle components and systems. Diagnoses and repairs all functions and controlling system of the motor vehicle. Discusses malfunctions, warranties, parts, and service with mechanics, drivers, and manufacturing representatives.
  • Performs and provides direction to others when performing scheduled maintenance such and oil and filter changes, transmission service, brake and suspension repair, tire installation and repair, wheel alignments, air conditioning diagnosis and repair, and other scheduled maintenance.
  • Performs and provides direction to others when performing engine tune-ups and makes required adjustments on vehicles and equipment such as full-sized vans, wheelchair vans, paratransit/small buses, trucks, cars, forklifts and tractors.
  • Performs and provides direction to others when performing paint and body work and installing various after-market accessories and equipment.
  • Follows state and agency guidelines and regulations.  Records work performed, and parts used. Processes paperwork to accurately demonstrate proper controls for inventory, maintenance records, and budget expenditures.
  • Uses on-board and handheld electronic diagnostic equipment and a variety of other specialized tools and equipment to isolate malfunctions. Uses hand tools, power tools, safety equipment, and test equipment.  Ensures safety during equipment operation and maintenance.  Instructs other technicians in proper use of automated testing equipment.
  • Requisitions supplies, checks deliveries, and maintains records of work performed using the required electronic software system.  Maintains parts/tool inventory. Prepares purchase orders for supplies as needed.  Performs and oversees housekeeping duties to ensure that work areas are clean, orderly, and safe.
  • Performs other duties as assigned. Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency’s obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location.
