About The Position

As the Montana Assistance Program (MAP) Coordinator, you will oversee a staff of 3 in service of ensuring that licensees are meeting clinical recommendations and that the program is adhering to best practices in assisting licensees toward rehabilitation. This role coordinates with not only internal but also external stakeholders and facilitates monitoring for licensees who have substance abuse, physical or mental illness issues impacting their practice. The role also serves as a point of contact and liaison for licensees seeking to utilize the program (participants). The program works for the department on behalf of 6 licensing boards and 1 licensing program and is available to over 60,000 licensed Montana providers. Learn more about DLI Position Overview: As the Montana Assistance Program Coordinator, you will provide leadership and oversight to ensure public safety, regulatory compliance, and assist licensees. This role blends people leadership, program management, medical knowledge, regulatory expertise, and stakeholder engagement to ensure licensed practitioners can continue to serve the citizens of Montana in a safe manner. This is a non-treatment position.

Demonstrates creative problem-solving in dynamic and evolving regulatory environments. Uses both quantitative and qualitative insights to support decision-making and continuous improvement.
Interpret and Implement Laws and Regulations: Understanding of occupational licensing laws and statutory program requirements in association with a working knowledge of applicable federal regulations. Ability to read, communicate, and apply state and federal statutes, rules, and policies.
Fiscal and Resource Management: Proven experience in budget planning and resource allocation.
Presentation and Communication Skills: Excellent written and verbal communication skills, with the ability to simplify complex medical and regulatory concepts into clear and understandable points. Applicants should be comfortable with public speaking and have experience providing education and/or presentations to professionals, consumers, and other interested parties related to the program. Regularly update the department and participating boards regarding the program and generalized participant activities. Participates in local, state, regional and national meetings related to the program on behalf of the department. Ability to convey a positive and professional image on behalf of the department in all interactions. At times, may be called to provide testimony on behalf of the program in license discipline proceedings, civil, or criminal litigation as required by law.
Stakeholder Engagement: Strong interpersonal skills for building trust and partnerships with employees, employers, agencies, and industry stakeholders including professional associations, legislators, and trade groups. Skilled at de-escalation and communicating with people experiencing crisis. Able to proactively identify and cultivate resources for staff and participants in furtherance of program goals and needs.
Time Management: Ability to work independently with minimal daily oversight and handle multiple deadlines with competing priorities.
Supervision: Proven capability to oversee staff including onboarding, mentoring, coaching, and performance management. Successful track record of overseeing multiple staff with diverse roles and responsibilities. Drives consistent application of policies and procedures while ensuring empathetic leadership. Assists staff with coordinating referrals of licensees to appropriate clinical providers and ensuring appropriate follow-up or management of complaints.
Technology Proficiency: Ability to utilize digital systems and databases to ensure proper tracking in compliance with state retention policies. Skills should include, but are not limited to Microsoft Office (Outlook, Word, PowerPoint, Excel, Etc.).
Active Montana physician license, in good standing, and with no discipline in the prior 5 years.
Knowledge of the disease of chemical dependency and principles of recovery.
Experience in administrative or program management roles supervising and leading teams; either in the public or private sector.
Experience implementing federal and state laws related to medical treatment and privacy.
Experience in developing successful stakeholder-inclusive operational programs.
Experience in budget administration, planning, or resource management.
Proficiency with technology, restricted access or healthcare databases, and record-keeping oversight.
Valid Montana driver's license.

Responsibilities

Provide program oversight and administration by ensuring that the program operates in compliance with all laws and regulations as directed by the department on behalf of its administratively attached licensing boards and programs.
Ensure participation and licensee feedback are considered in evaluating and implementing any changes to program oversight as well as ensuring concerns are appropriately escalated in compliance with state law.
Oversee development of data, tracking, and reporting of participant activities and requirements in compliance with federal and state laws, including compliance with HIPAA, the Health Insurance Portability and Accountability Act, and other applicable regulations. Work includes establishing criteria, maintaining and evaluating quality assurance.
Cultivate stakeholder relationships through proactive engagement and use of open communication.
Supervise and develop staff by coaching, training, mentoring, and providing regular oral and written feedback to ensure clarity of expectations and performance growth.
Plan and administer the unit budget by ensuring that operations are efficient and remain within appropriated funds.
Develop work plans, procedures, goals, and objectives in line with the department’s overall mission as well as programmatic needs with an adherence to best practices, where feasible given resources.
Support division management by creating regular reports to the department, boards, and stakeholders regarding program operations, effectiveness, and identification of necessary improvements or efficiencies.
