About The Position

This position will lead Global Christian Relief’s Monitoring & Evaluation (M&E) function, ensuring strong financial stewardship, effective ministry outcomes, and consistent partner accountability across global programs serving persecuted Christians. The role oversees the design and implementation of M&E systems and serves as the organizational owner of the Partner Impact Review (PIR) process, providing insight and accountability to leadership, donors, and the Board.

  • Bachelor’s degree in Monitoring & Evaluation, International Development, Finance, Social Sciences, Theology/Ministry, or a related field required; Master’s degree preferred.
  • Minimum of 5 years of relevant experience in monitoring and evaluation, compliance, program oversight, or partner assessments.
  • Experience working with field-based staff, contractors, or representatives (e.g., IFRs, consultants, regional staff).
  • Experience producing reports for senior leadership, boards, or donors.

Responsibilities

  • Design, implement, and maintain GCR’s Monitoring & Evaluation framework, aligned with organizational strategy, donor requirements, and ministry objectives.
  • Develop and track key indicators related to financial stewardship, program effectiveness, ministry impact, and partner performance.
  • Lead the Partner Impact Review (PIR) process across GCR’s partner portfolio, ensuring consistency, rigor, and alignment with compliance and funding expectations.
  • Plan, schedule, and manage the annual PIR calendar in coordination with leadership, program teams, and field operations.
  • Provide oversight and guidance to International Field Representatives (IFRs) responsible for conducting PIRs, including clarification of expectations, tools, and reporting standards.
  • Receive, review, and evaluate PIR reports, assessing financial controls, program effectiveness, risk, compliance, and alignment with GCR priorities.
  • Synthesize PIR findings into clear evaluations and actionable recommendations to inform funding decisions, partner risk assessments, and improvement plans.
  • Collaborate closely with Finance, Programs, and Field Operations to integrate M&E and PIR findings into grant management, budgeting, and compliance processes.
  • Produce quarterly and annual M&E and PIR summary reports for leadership and Board review.
  • Support donor reporting by integrating quantitative data with qualitative impact narratives and testimonies.
  • Ensure ethical, secure, and context-sensitive data collection practices, particularly in restricted or high-risk environments.
  • Identify trends, lessons learned, and opportunities for continuous improvement across GCR’s global ministry portfolio.
  • Develop and refine standardized M&E and PIR tools, templates, scoring rubrics, and reporting dashboards.
  • Support internal capacity building related to evaluation, accountability, and learning.
  • Additional duties as assigned.
