About The Position

In this role, you will serve as a senior Monitoring, Evaluation, and Learning (MEL) Specialist providing enterprise-level technical assistance to a federal agency’s foreign assistance programs. Responsibilities will include: Lead and support the development of MEL plans, indicators, theories of change, evaluation strategies, and performance reporting across multiple bureaus. Act as a trusted advisor, you will engage directly with federal stakeholders, facilitate technical discussions, and deliver actionable recommendations. Contribute to building agency-wide MEL infrastructure by creating guidance, tools, templates, and training materials, while ensuring quality assurance and compliance with client standards. Provide capacity-building support, develop learning products, and help institutionalize best practices to strengthen MEL systems and enhance the strategic use of data in foreign assistance programming.

Requirements

  • An ACTIVE and MAINTAINED "SECRET" Federal or DoD security clearance
  • Bachelor’s degree
  • FIVE (5) years of specialized government MEL experience in foreign assistance
  • Experience designing or implementing MEL systems, logic models, theories of change, indicators, evaluations, or learning practices
  • Experience working in a consulting or client-facing environment

Nice To Haves

  • Prior MEL experience with U.S. Department of State, USAID, or another foreign assistance agency.
  • Familiarity with USG contracting and/or funding mechanisms and associated MEL requirements.
  • Experience developing data collection instruments and protocols
  • Demonstrated analytical skills, including data analysis and visualization experience
  • Experience supporting enterprise-level MEL frameworks, bureau-level MEL processes, or foreign assistance reporting requirements.
  • Experience developing MEL guidance, templates, or toolkits for large organizations.
  • Experience working with interagency stakeholders, foreign assistance portfolios, or bureau-level programs.
  • Advanced degree in a related field.
  • Demonstrated experience advising clients or leading MEL activities in a professional setting
  • Strong written and oral communication skills: ability to brief senior federal clients, write clearly, and present technical content
  • Proven ability to manage tasks independently, meet deadlines, and deliver polished work
