About The Position

The U.S. Government, through its foreign health assistance programs, supports the Government of Madagascar to strengthen health systems, improve disease surveillance, and enhance the delivery of high-quality health services. This includes investments in malaria control and elimination, maternal, newborn and child health (MNCH), and global health security (GHS). To maximize the impact of these investments, the U.S. Embassy seeks to embed a Monitoring and Evaluation (M&E) Technical Advisor within the Ministry of Health. The Advisor will support the Ministry of Health in carrying out life-saving humanitarian assistance (LHA) service delivery in full alignment with the new Presidential Executive Order (EO) directives. The Advisor will help to strengthen national capacity for data-driven decision-making, improve program performance monitoring, and ensure alignment of U.S. Government–supported activities with national priorities. The purpose of this position is to provide high-level technical assistance and strategic guidance to the Ministry of Health and the U.S. Embassy health team on monitoring, evaluation, and learning (MEL) related to malaria, MNCH, and global health security programs. The Advisor will serve as a bridge between the MOH and U.S. Government health teams to enhance the quality, coordination, and use of health data for program improvement and policy formulation.

Requirements

  • Advanced degree (Master’s or higher) in Public Health, Epidemiology, Biostatistics, or related field.
  • At least 7 years of experience in M&E, preferably within malaria, MNCH, or global health security programs.
  • Strong technical expertise in health information systems, data analysis, and performance monitoring.
  • Demonstrated experience working with government ministries, U.S. Government agencies, or international organizations.
  • Excellent interpersonal, coordination, and communication skills.
  • Fluency in English and French required.

Responsibilities

  • Support the National Malaria Control Program (NMCP) to strengthen surveillance, monitoring, and evaluation systems.
  • Provide technical assistance in developing, updating, and implementing malaria M&E frameworks and indicators.
  • Support data analysis and visualization to inform planning, resource allocation, and reporting to partners (e.g., PMI, Global Fund).
  • Build capacity of MOH and subnational staff in data quality assurance, data use, and reporting.
  • Contributes to the development and review of annual malaria operational plans and reports.
  • Provide M&E support to the Department of Family Health
  • Strengthen routine health information systems for MNCH indicators, ensuring data quality and completeness.
  • Support harmonization of M&E frameworks across donors and national health programs.
  • Support analysis and use of MNCH data to guide strategic decisions and program improvements.
  • Support the MOH and partners to strengthen health security monitoring, especially surveillance and response systems.
  • Assist in the implementation and monitoring of the International Health Regulations (IHR) core capacities.
  • Provide M&E support for preparedness, early warning, and response activities for infectious disease threats.
  • Contribute to periodic Joint External Evaluation (JEE), After-Action Reviews (AARs), and National Action Plan for Health Security (NAPHS) monitoring.
  • Provide technical leadership in strengthening MOH data systems integration, interoperability, and use for decision-making.
  • Support the development and implementation of M&E plans for U.S. Government–supported projects.
  • Facilitate coordination between MOH departments, donors, and implementing partners on M&E-related matters.
  • Contribute to quarterly and annual reports for the U.S. Embassy Health Team.
  • Support capacity building and mentoring MOH staff in monitoring, evaluation, and learning.
