About The Position

Modernization Subject Matter Expert (SME II) Location : 100% Remote Position Overview: LinTech Global is looking for a candidate to join our team as a Modernization SME will serve as a senior technical advisor responsible for driving digital transformation initiatives across the Lintech Global IRS-CI Tech Ops program. This role blends expertise in automated testing, feature development, enterprise and system architecture collaboration, and modernization strategy to help federal customers reduce operational risk, improve mission performance, and achieve measurable cost efficiencies. The SME partners closely with Enterprise Architecture (EA), System Architecture (SA), and the Value Management Office (VMO) to ensure modernization efforts align with Agile, SAFe, and program-wide strategic priorities. The SME also leads cross-functional Key Personnel (KP) and SME teams to deliver high-impact modernization outcomes.

Requirements

  • Bachelor's degree in Computer Science, Engineering, or related field; Master's preferred.
  • 7-10+ years of experience in IT modernization, software engineering, or enterprise transformation.
  • Experience supporting Agile and SAFe environments, including collaboration with VMO, Release Train Engineers, Product Owners, and Scrum teams.
  • Hands-on experience with automated testing tools such as Selenium, Cypress, JUnit, PyTest, or similar.
  • Proficiency in modern development languages (Python, Java, JavaScript, C#, etc.).
  • Experience collaborating with Enterprise Architecture and System Architecture teams on large-scale modernization initiatives.
  • Experience leading SME teams or technical working groups.
  • Experience supporting federal government programs and working within compliance frameworks.
  • Strong understanding of cloud platforms (AWS, Azure, GCP) and container technologies (Docker, Kubernetes).
  • Demonstrated ability to translate customer needs into actionable technical requirements and feature recommendations.
  • Clearance: Must be able to obtain/maintain IRS MBI (Moderate Risk Background Investigation) - Public Trust

Nice To Haves

  • SAFe certifications such as SAFe Agilist, SAFe Practitioner, or SAFe Architect.
  • Experience with DevSecOps pipelines and tools such as GitLab, Jenkins, GitHub Actions, or Azure DevOps.
  • Knowledge of federal acquisition processes and government contracting environments.
  • Certifications such as AWS Solutions Architect, Azure Architect, PMP, Security+, CISSP, or equivalent.
  • Experience with legacy-to-modern migrations including mainframe, monolithic, or on-premise systems.
  • Strong communication and customer-facing skills for presenting technical concepts to non-technical audiences.

Responsibilities

  • Partner with Enterprise Architecture, System Architecture, and the Value Management Office to ensure modernization initiatives align with program-level strategies, architectural standards, and value-driven prioritization frameworks.
  • Support Agile and SAFe methodologies by contributing to PI planning, backlog refinement, value stream mapping, and continuous improvement activities.
  • Lead and mentor KP/SME teams across functional areas, ensuring coordinated delivery of modernization activities, technical assessments, and solution recommendations.
  • Collaborate with cross-functional teams including developers, cybersecurity specialists, program managers, and government stakeholders.
  • Design and implement automated testing frameworks to improve reliability, accelerate deployment cycles, and reduce manual testing overhead.
  • Develop and propose new system features that enhance mission performance, reduce operational risk, and streamline workflows for government customers.
  • Conduct technical assessments and gap analyses to evaluate current-state architectures, processes, and tools.
  • Create modernization roadmaps with clear milestones, cost estimates, and risk-mitigation strategies.
  • Identify cost-saving opportunities through automation, process optimization, and technology consolidation.
  • Integrate DevSecOps practices including automation, CI/CD, secure coding, and infrastructure-as-code.
  • Prepare technical documentation including design artifacts, test plans, implementation guides, and customer briefings.
  • Advise on cloud migration strategies including containerization, orchestration, and modernization of legacy systems.
  • Ensure compliance with federal standards such as NIST, FedRAMP, RMF, and agency-specific security requirements.
  • Provide subject matter expertise during audits, technical reviews, and customer working groups.
