About The Position

The Maryland Department of Transportation (MDOT) is seeking a visionary and accomplished Human Resources professional for the role of Modal HR Business Partner Manager (DOT Executive IV). This position serves as the HR liaison between Modal Administrations and The Secretary's Office (TSO) Human Resources, aligning Modal Administration requests with TSO's HR strategy and vision. The role emphasizes exemplary customer service and effective teamwork, requiring the ability to mediate the diverse needs of both Modal Administrations and TSO. The position involves supervising TSO staff, providing guidance to Modal Administrations, and developing MDOT-wide HR programs and policies. The current vacancy is located at MDOT TSO in Hanover, MD, and may allow for a hybrid work schedule.

Requirements

  • A bachelor's degree in Human Resources, Business Administration, Organizational Development, or a related field.
  • Six (6) years of progressive human resources management experience in leading and administering programs in Labor Relations, Compensation and Classification, Employee Employer Relations, Talent Acquisition, and Benefits.
  • Three (3) years of experience must involve working with departmental managers on employee relations issues and aligning HR strategies with business goals.
  • Strong interpersonal skills for effective customer service and teamwork.
  • Excellent problem-solving abilities to address complex HR challenges.
  • Exceptional advocacy skills for championing best practices and policies.
  • Comprehensive knowledge of HR practices, including classification, compensation, recruitment, and benefits.
  • Leadership skills to serve as acting Director of Human Resources when required.
  • Strong communication and negotiation skills for effective collaboration.

Responsibilities

  • Provide customer service and foster teamwork with modal and TSO HR personnel.
  • Understand the needs and operations of modal administrations and advocate for their requests with the TSO office.
  • Champion best practices that align with MDOT's goals through discussions on business strategies, practices, and policies.
  • Partner with functional areas within HR, TSO, and Modes to develop streamlined strategies and processes for employee activities.
  • Stay updated on legal and regulatory environments to offer insights into best practices and compliance.
  • Collaborate with modal HR Directors on HR Transformation initiatives.
  • Assume the role of acting Director of Human Resources in the Director's absence.
