About The Position

The NYC Office of Technology and Innovation has been tasked with re-designing the NYC Secure App and an associated campaign to provide New Yorkers with a comprehensive set of tools and resources to prevent scam phone calls and text messages, educate vulnerable New Yorkers on prevention, and support New Yorkers with the resources they need when they have been victimized. Each year New Yorkers lose an estimated $6.5B to online and phone based scams, yet the city provides no systematic approach to protecting residents – this project will develop the technology and strategy to address that gap across OTI’s programs including Cybersecurity, 311, and Digital Equity.

Requirements

  • At least 8 years of experience as a product manager or in technical leadership.
  • Experience leading and managing the design and build responsive websites and applications in collaboration with engineers and designers.
  • Experience launching products with user-centered design practices.
  • Experience defining product requirements and key success metrics for a project.
  • Clear and succinct verbal and written communications skills

Responsibilities

  • Define Technical Requirements: Draft the functional specifications for the NYC Secure App rebuild, specifically detailing the requirements for the free call and text filtering engine.
  • Establish Success Metrics: Define the Key Performance Indicators (KPIs) for the project, such as target scam-block accuracy rates and user adoption goals among vulnerable populations.
  • Stakeholder Alignment: Coordinate the 311 team to define the information needs and architecture for resource pages, ensuring it aligns with current call-center workflows.
  • Manage Integration Strategy: Oversee the technical roadmap for integrating the new web resources into the existing nyc.gov ecosystem without creating unnecessary infrastructure overhead.
  • Privacy & Compliance: Ensure all solutions meet NYC’s data privacy and security standards.
  • Prioritize User Centricity: Support user research with elderly and immigrant New Yorkers to ensure the digital tools are accessible and meet real user needs.
  • Milestone Management: Create a phased delivery schedule that establishes project milestones and a product roadmap, including beta release of the app, the 311 info-page launch, and public rollout.
  • Risk Mitigation: Identify potential technical or logistical bottlenecks or user challenges that may risk project timelines or success.
