About The Position

This position is accountable for planning and directing the activities of the Mixtures Control Unit to ensure Hot Mix Asphalt (HMA) mixtures, Portland Cement Concrete (PCC) mixtures, and related mixtures are specified, designed, and produced so they are acceptable for use in roadway and structure construction and maintenance on both state and local systems.

Requirements

  • Current registration as a Licensed Professional Engineer in the state of Illinois OR current registration as a Licensed Structural Engineer in the State of Illinois.
  • Five years of experience in civil engineering.
  • Requires a valid driver’s license.
  • Requires districtwide travel.
  • Requires successful completion of a background screening.
  • This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest.

  • Knowledge of materials quality control practices and areas of mixtures testing and inspection.
  • Ability to supervise the work of other engineers and technicians.
  • Ability to complete Hot Mix Asphalt (HMA) III and Portland Cement Concrete (PCC) III certification within two years of the hire.

  • Strong oral and written communication skills.

Responsibilities

  • Verifies designs for Hot Mix Asphalt (HMA), Portland Cement Concrete (PCC), and related mixtures.
  • Establishes and supervises the implementation of the district standard of practice regarding quality control practices, field sampling, mixture testing, and the inspection and approval of mixture production facilities and mixture component materials.
  • Provides timely, practical, and economical solutions to mixtures problems encountered during the construction and maintenance of roadways and structures.
  • Reviews plans, specifications, and special provisions and make recommendations prior to letting.
  • Ensures substantial compliance with department policies and specifications regarding mixture production and mixture characteristics.
  • Monitors the performance of mixtures during their service life and adjusts practices to improve service life based on observations.
  • Assigns, trains, motivates, and evaluates staff.
  • Performs duties in compliance with departmental safety rules. Performs all duties in a manner conducive to the fair and equitable treatment of all employees.
  • Performs other duties as assigned.
