About The Position

This senior-level position will lead the Mitigation and Monitoring Program (Program) and staff in support of a wide range of capital projects and programs during all phases of project delivery. As Program Lead, this position will independently manage Program functions to ensure permit-required mitigation site goals are met. The Program Lead will set Program goals, manage the annual and biennial budget, manage landscape maintenance contracts, coordinate with regulatory agencies regarding site performance, conduct site specific discipline work, manage consultants, and lead team members. The Program Lead will also independently support capital projects and programs by serving as an environmental mitigation subject matter expert on projects with complex or significant environmental impacts. This role includes opportunities to apply ecological and restoration expertise to project design and implementation in collaboration with Environmental Planners and other project team members. The Program Lead will mentor Mitigation and Monitoring staff in their roles as mitigation subject matter experts on assigned projects. This role includes an opportunity to guide mitigation strategy at WTD and influence project outcomes in natural areas and public spaces. Candidates must have broad expertise in mitigation design, environmental planning, ecological principles, environmental monitoring, regulatory framework, contract management and construction processes.

Requirements

  • Extensive knowledge of mitigation site design and ecological principles, and competency within any of the following environmental fields of study: wetland and stream ecology, botany, forestry, landscape architecture, environmental planning, geology, water quality, hydrology, and related fields.
  • Substantial demonstrated experience developing and implementing critical areas mitigation/restoration plans and site monitoring plans.
  • Excellent oral and written communication skills and an ability to convey complex technical information effectively to multiple audiences, including multi-disciplinary project teams, organizational leadership, regulatory agencies, and diverse interested parties.
  • Experience leading individuals or teams with the ability to apply diverse skills and different perspectives to achieve common goals.
  • Ability to analyze and summarize complex data and information to inform site management and decision-making processes at multiple organizational levels.
  • Excellent technical writing skills including the ability to provide editorial review and preparation of environmental planning documents and monitoring reports.
  • Experience working with construction contract specifications and contractors to ensure environmental site work and restoration conforms with permitted conditions and plans.

  • Certified Erosion and Sediment Control Lead (CESCL) Certification
  • Experience with Ecology's Construction Stormwater General Permit application process and permit compliance, or other water quality permits
  • Experience supporting construction projects during implementation, including contractor submittal review, ensuring compliance with permit conditions and environmental regulations, inspection of mitigation site preparation and installations, and familiarity with construction practices and challenges
  • Familiarity with multiple capital project delivery methods including design-bid-build, general contractor/construction manager, and progressive design/build
  • Professional Wetland Scientist Certification

Responsibilities

  • Manage the Mitigation and Monitoring Program, including setting and tracking Program goals, preparing and managing an annual and biennial Program budget, tracking site tasks and performance, and coordinating with regulatory agencies on corrective actions and site closures.
  • Provide technical expertise on mitigation and restoration design, implementation, and post-construction ecological monitoring for complex capital projects.
  • Represent the Program within WTD and to external agencies and partners; the Program Lead will be responsible for ensuring Program participation in WTD processes and identifying resource needs for Program success. The Program Lead will represent WTD's interests when communicating and coordinating with external parties.
  • Manage landscape maintenance contracts and coordinate with County Procurement to obtain new contracts when necessary.
  • Review and prepare various documents, including annual mitigation site monitoring reports, mitigation plans, scopes of work for consultant support, and contract specifications related to construction and maintenance in critical areas.
  • Assign work to team members, and provide guidance, mentorship, and support to staff.
