This position primarily provides comprehensive Child and Youth Behavioral (CYB) counseling services to children of military service members and their families, including civilian expeditionary work force families when activated, at military installations. Services encompass non-medical counseling, training/health and wellness presentations, and consultation with parents, child development centers, and installation command on behavioral health issues affecting children and youth. CYB counselors are assigned to child development centers, youth programs, summer camps, and on-demand assignments, collaborating closely with installation and military branch Points of Contact (POC) to ensure program alignment and effectiveness. Counselors deliver non-medical, short-term, solution-focused counseling, which includes assessment, brief counseling, consultation, action planning, resource referral, and follow-up. They also support staff at Child Development Centers (CDC), youth programs, and summer camps, and provide parent support, training, and guidance. Additional duties include participating in health fairs and base activities focused on children and youth, and daily activity data entry via smartphone or web application while maintaining confidentiality. Counselors are responsible for establishing and maintaining relationships with community resources, ensuring visible accessibility of MFLC services, and adhering to line-of-sight protocol when working with children. They partner with POCs to deliver CYB services, develop professional relationships, and manage duty to warn and restricted reporting situations according to Department of Defense (DoD) protocol, escalating cases to Regional Supervisors/Directors. Communication with Regional Supervisors, participation in individual and group supervision, and sharing of installation trends are also key. Counselors respond to critical incidents and special requests as directed and approved, flexing their schedules for urgent needs. Participation in regular in-services/training, Quality Improvement committees, initiatives, studies, pilot programs, and other contract activities is also required.
