About The Position

Letty Owings Center (LOC) has helped young mothers to become sober, healthy and hopeful about the future. Recovery is more complex during pregnancy and while raising young children, we offer a safe, inclusive environment for women to live with their children while in treatment for substance use disorders. Our residents often are able to stay with their children, who might otherwise be placed in foster care. The Milieu Supervisor leads and supervises the full-time Treatment Assistants of LOC in providing a safe residential recovery environment through trauma-informed care. This position works closely with the rest of the LOC team to develop and implement developmentally appropriate family activities and ensure cohesive coordination of client’s daily lives. The Milieu Supervisor is an important part of the Leadership team, providing professional support and development to the milieu staff and direct, non-clinical support to LOC clients and their children. Schedule: Monday - Friday, (Saturdays and Sundays off!), 8:00am - 4:30pm. Must meet with Overnight Staff on a regular cadence. Location: Letty Owings Center (NE Portland) Compensation: $53,000 - $75,000 annually, commensurate with qualifications and internal equity.

Requirements

  • Minimum of two years supervisory experience of direct service staff in a social services milieu. Preferred supervisory experience in a residential treatment program with women and children.
  • Working knowledge or the willingness to engage in training to obtain knowledge of Cognitive Behavioral Therapy.
  • Working knowledge of Trauma-Informed Care.
  • Working knowledge of effects of substance use on family systems, including parenting issues.
  • Working knowledge of child development, best practices in parenting.
  • Must possess a current driver’s license, pass a DMV background check and be designated an “acceptable” driver as outlined in Central City Concern’s Fleet Safety Policy. Must pass an initial drivers training within 60 days of being an approved driver and continued recertification training.
  • The OAR prohibits A&D program staff from having within the previous 3 years a DUI conviction or diversion, a felony conviction, or a conviction under the Uniform Controlled Substances Act.
  • Must pass a pre-employment drug screen, TB test, and background check. This includes clearance by the DHS Background Check Unit. Must be approved by the Childcare Background Check Unit.
  • Have or able to obtain Adult and Child/Infant CPR Certification AND Adult and Pediatric First Aid Certification prior to start date.
  • Ability to adhere to Central City Concern’s drug-free workplace which encourages a safe, healthy and productive work environment and strictly complies with the Drug-Free Work Place Act of 1988. An employee shall not, in the workplace, unlawfully manufacture, distribute, dispense, possess or use a controlled substance or alcohol.
  • Prior to employment, must be approved by the State of OR Employment Department Child Care Division. Must complete consent for criminal records identification check pursuant to ORS 181.537. This program receives funds from the Federal Child Care Development Fund block grant via a contract with the Child Care Division for Alcohol & Drug Abuse Programs.
  • Physical ability to bend, stoop, kneel, squat, reach, twist and pull and lift heavy objects up to 50 lbs., 3 feet off ground several times per shift with reasonable or no accommodation.
  • Will be required to carry an agency cell phone for work use. Cell phone will be provided by Central City Concern.

Responsibilities

  • Supervise the Assistant Milieu Supervisor and Treatment Assistants (TA) including hiring, job development, performance reviews and training.
  • Provide face-to-face individual supervision to each TA across shifts (day, swing, night) on a monthly basis and document such sessions as required.
  • Responsible for assuring adequate staffing of Treatment Assistant shifts, including daily and weekly schedules; may include covering shifts as needed.
  • Provide support to members of the LOC Leadership team as needed.
  • Develop and implement thorough training process for TA staff to meet the needs of the clients.
  • Liaison between TA and clinicians and ensure ongoing communication to TAs regarding multi-disciplinary team decisions.
  • Coordinate with LOC Leadership team to develop, implement and update client program guidelines.
  • Model healthy conflict resolution and oversee TA staff in utilizing conflict resolution skills with coworkers and clients.
  • Work with LOC Leadership to expand and develop appropriate continuum of care for evidence based treatment for all stages of change.
  • Work with LOC Leadership to expand and maximize service delivery.
  • Coordinate multiple staff each morning to address daily client transportation needs. May provide client transportation when needed.
  • Work with LOC Leadership to develop and implement policies and procedures.
  • Supervise and support the Assistant Milieu Supervisor in organizing special events, such as client outings, holiday celebrations, baby showers, school closure days, and other activities as identified.
  • Attend all mandatory CCC trainings in a timely manner.
  • Adhere to all state and federal privacy regulations, including HIPAA and 42 CFR Part 2, and to CCC policies and agreements regarding confidentiality, privacy, and security. Support compliance with all privacy and security requirements pursuant to community partners’ and outside providers’ patient confidentiality agreements, including privacy and security requirements for EMR access. This includes immediately reporting any breach of protected health information or personal identification information of any person receiving CCC services by CCC or an outside provider to the CCC Compliance Department, as well as to your supervisor or their designee.
  • Perform other duties as assigned.
