About The Position

Culmen International is hiring a Mid-Level Program Analyst to provide support for the Research Directorate at the National Geospatial-Intelligence Agency (NGA) onsite in Springfield, VA. The position shall support NGA Research’s mission to be a premier R&D organization with the unique focus of leading GEOINT research. NGA Research is responsible for performing scientific research and transitioning innovative concepts and capabilities to solve NGA, NSG, Allied System for Geospatial Intelligence (ASG), IC, and DoD hard problems. NGA Research requires support staff who can assist in the day-to-day coordination and data management that support these activities. NGA Research necessitates SETA support distinct from NGA Financial Management (FM) for R&D program planning, budget formulation, acquisition assistance, and the financial management of RDT&E and O&M funds. This support will benefit the PPE team, Technical Offices, and Pods in both programmatic and financial matters for ongoing and new initiatives, projects, and procurements.

Requirements

  • 10+ years’ experience in working in all areas of program budget management
  • Active TS clearance with SCI eligibility
  • Bachelor's degree in a technical field (technical) or Bachelor’s Degree that consisted of 36 credit hours in technical curriculum
  • Willingness to sit for a CI Poly

  • Prior or current experience working with a research and development organization or government agency

Responsibilities

  • Assist Technical Office Directors and Pods with the forecasting, tracking, and updating of commitment, obligation, and expenditure data for RDT&E and O&M funds for past and current fiscal year budget reviews.
  • Applying knowledge of Financial Management Regulations, the Federal Acquisition Regulations (FAR), DoD Federal Acquisition Supplement (DFARS), and NGA's internal policies to manage RDT&E and O&M funds for research
  • Generating, revising, and evaluating Military Intergovernmental Purchase Requests (MIPRs) and Air Force Form-9 (AF-9s) for fund execution.
  • Provide support for program reviews, including annual Pod reviews and quarterly program assessments.
  • Aid in the crafting of Program Build and CBJB/IPBS narratives.
  • Utilize knowledge of RDT&E budget activity codes and two-year funding policies to support Research in its planning, programming, and budgeting endeavors.
  • Create custom ad hoc financial reports to supply data for presentations, meetings, briefings, deadlines, and any other needs requiring financial information.
  • Liaise with other national program managers to organize and conduct technical exchange meetings.
  • Assist the Government lead in managing duties related to the governance of international Government to Government relationships, which includes but is not limited to aiding senior/executive meetings, preparing read-ahead materials, drafting briefings or papers, international travel, and occasionally working non-standard hours to participate in meetings across various time zones.
  • Participate in staff meetings, technical reviews, working groups, kick-offs, VTCs/telecoms, and management reviews.
