We are seeking a Mid-Level Contract Support Specialist (U.S. Department of Veterans Affairs, VHA Regional Procurement Office – Central, Network Contracting Office 09) to provide comprehensive acquisition support services for VA contracting activities. In this role, you will assist with cradle-to-grave procurement functions, including pre-award activities such as requirements definition, market research, solicitation preparation, and coordination with stakeholders, as well as post-award activities including contract modifications, monitoring contractor performance, and contract close-out. You will apply your knowledge of the Federal Acquisition Regulation (FAR), Veterans Affairs Acquisition Regulation (VAAR), and related policies to ensure accurate, compliant, and effective procurement support. This is a full-time, remote position with required occasional travel to VA facilities for onboarding and equipment issuance. The Mid-Level Contract Support professional conducts comprehensive acquisition support services, including developing procurement packages, reviewing requirements, analyzing cost/price data, preparing Independent Government Cost Estimates (IGCEs), and ensuring contract documents reflect project milestones. You will assist Contracting Officers and stakeholders with acquisition planning, program tracking, and contract modifications.

  • Conduct comprehensive research and analysis of technical and cost/price data.
  • Read and interpret Federal acquisition policy, regulations, and directives.
  • Review and write requirements, ensuring receipt of sound and sufficient procurement packages submitted by Contracting Office customers.
  • Provide business advice and assistance to functional area technical experts, requiring activities, and customers.
  • Analyze and assist in the development of IGCEs.
  • Work with the technical experts and the CO to ensure project milestones are reflected in the contractual documents and project plan.
  • Plan, coordinate, evaluate, and execute the logistical actions required to support the mission of the organization.
  • Support, coordinate, and assist with the planning, preparing, developing, executing, and maintaining of current acquisition plans, strategies, and overall program office acquisition administration functions including program control and tracking.
  • Research and review all applicable policies, guidance, and regulations to support the customer and Contracting Officer (CO) in their decision making.
  • Coordinate with leadership, staff, and other stakeholders to conduct analyses and recommend or develop a course of action.
  • Assist in the performance of cost benefit analysis.
  • Analyze and evaluate pricing data and other types of pricing information to draft a price reasonableness recommendation for the CO.
  • Establish parameters and maintain controls to ensure contracts are executed in accordance with terms and conditions.
  • Assist with monitoring contract performance over the life of the concerning contract and demonstrate the ability to solve a broad range of problems relating to proposals for change, claims, payments, and similar problems.
  • Prepare and draft contract modifications and associated modification documentation requirements.
  • Support with all phases of acquisition for contract modifications, change orders, supplemental agreements and delivery order processes including requirements requiring definitions, justification and approval for service contract extension,
  • method of contracting, evaluation of proposals and advice concerning contract administration.
  • A bachelor’s degree OR at least 24 semester hours in a related field (business, finance, law, economics, etc.)
  • A minimum of three (3) recent years (within last five years) of experience providing acquisition support
  • Knowledge of Federal Acquisition Regulation (FAR), Veterans Affairs Acquisition Regulation (VAAR), and related policies
  • The ability to review procurement documents for accuracy, adequacy, and completeness
  • The ability to resolve inconsistencies through communication
  • The ability to conduct research and analysis of technical and cost/price data
