About The Position

Arcadis is seeking a highly skilled and motivated Mid-Level Civil Engineer to support one of the most iconic and consequential infrastructure initiatives in the United States — the Gateway Hudson Tunnel Project (HTP). In this role, you will be responsible for technical coordination, field engineering, project controls, and compliance with regulatory and quality standards. We are working in partnership with Parsons and Mace as part of the MPA Delivery Partner team, selected by the Gateway Development Commission to deliver this transformative project. The HTP is a critical component of the broader Gateway Program — one of the most ambitious and impactful transportation initiatives in the nation — and is designed to strengthen mobility, enhance resiliency, and ensure the long-term reliability of the Northeast Corridor. The project encompasses the construction of a new, two-track rail tunnel beneath the Hudson River, along with the full rehabilitation of the existing 113-year-old North River Tunnel. This vital infrastructure supports more than 200,000 daily passengers via Amtrak and NJ TRANSIT and serves as a backbone for economic activity and connectivity between New York and New Jersey. Requirements

  • Bachelor’s degree in Civil Engineering or related field.
  • 3–7 years of experience in civil engineering, preferably on large infrastructure or transportation projects.

Nice To Haves

  • Experience with public sector projects and federally funded programs.
  • Knowledge of environmental compliance, permitting, and reporting requirements.
  • Understanding of asset management, testing and commissioning, and field engineering best practices.

Responsibilities

  • Assist with design reviews, resolve technical issues, and coordinate design change documentation.
  • Provide technical support during construction, review contractor submittals, and monitor progress against milestones.
  • Facilitate communication among stakeholders, schedule meetings, and assist with project documentation, including drawings and specifications.
  • Provide opinions on constructability, means and methods, and the impacts of technical decisions on the overall project, including analysis of critical path schedule impacts and scenario analyses.
  • Support the integration and coordination of all HTP Packages, ensuring comprehensive interface management and collaboration among design, construction, and operations teams.
  • Assist with programmatic oversight and management of project controls functions, including schedule, cost, change, risk, and document management.
  • Update project controls procedures, workflow processes, and tools as requested.
  • Prepare and submit monthly and quarterly project reports, including safety, quality, environmental, and milestone status updates.
  • Maintain a 'lessons learned' register and master 'issues log' for the HTP.
  • Support implementation and monitoring of the HTP Project Management Plan (PMP), Quality Management Plan (QMP), and other federally required plans.
  • Ensure compliance with applicable federal, state, and local regulations, including NEPA, Section 106, and permitting requirements.
  • Assist with quality assurance activities, including witnessing testing, periodic audits, and ensuring compliance with technical specifications and contract requirements.
  • Support environmental compliance programs, including air quality, noise, vibration, and historic preservation monitoring.
  • Assist with risk management functions, including maintaining and updating risk registers, facilitating risk analysis, and supporting contingency planning.
  • Provide technical evaluations of changes to project/package scope, schedule, and cost; conduct independent reviews of technical design issues.
  • Support preparation and maintenance of change management logs and documentation.
  • Support BIM technology implementation, including development and maintenance of digital models, coordination with designers, and integration of project information.
  • Assist with configuration and implementation of project management information systems (PMIS) and other technology tools.
