About The Position

Provides process leadership to effectively manage the continual delivery of high-quality water and wastewater services to all customers, including restoration of service when interrupted. Manages the process to respond to customer inquiries regarding service quality or interruptions and monitors, anticipates, and resolves potential problems before customers are impacted through assigned staff. Manages water production aligned with JEA System Planning monthly and annual guidelines to ensure St Johns River Water Management Consumptive Use Permit (CUP) requirements are met. Responsible for recommending and coordinating process improvement initiatives that improve response time and efficiency of repairs. Monitors all of JEA's water and wastewater facilities through the 365 x 24-hour control center. Responsible for managing the system operation and overall reliability of JEA's W/WW infrastructure; potable water delivery, reclaimed water delivery, and sewer collection to meet all regulatory requirements. Manages 365 x 24-hour control center operation for water and wastewater treatment, reclaimed water delivery, sewer collection, and customer response. Monitors approximately 1400 sewer pumping stations, 37 water treatment plants, 137 raw water wells, 10 wastewater treatment plants, and 30 reclaimed water delivery stations. Develops operational plans and procedures to meet the requirements of the St Johns River Water Management Consumptive Use Permit (CUP) per the strategies and guidelines developed by JEA's System Planning. Leads the initial response to 30,000 annual customer service site visits for water, reuse, and wastewater service. Oversees effective and efficient customer and system control response with plant, transmission, distribution, or service interruptions. Responsible for all phases of maintenance projects to include planning and response coordination for JEA's water, reuse, and wastewater systems. Manages the effective use and administration of contractual services. Plans, organizes, trains, coaches, directs, and evaluates the performance of assigned staff; establishes performance requirements and personal development targets aligned with the JEA Scorecard and Strategic Initiatives; monitors performance and provides direction for improvement and development. Participates in the development of team goals and objectives; develops tactical plans to achieve success; and manages the tracking of progress and execution Provides leadership and example in meeting JEA safety and wellness goals. Inspects and manages work performed by employees and contractors to ensure compliance with established policies, procedures, standards, and safety requirements. Participates in the development and implementation of operating procedures related to the maintenance and rehabilitation of water, reuse delivery, and wastewater collection grids. Manages and optimizes systems for Water and Wastewater and provides operational reports for management and field staff. Prepares reports including but not limited to weekly water production reports, situational reports, monthly dashboard updates, outage reports, and sewer response reports. Keeps records of construction and maintenance activities for utilization in the planning and scheduling of work. Coordinates with Fleet Services and peer managers to ensure availability of vehicles and equipment. Investigates and responds to customer complaints and prepares customer service reports related to assigned operations, as required. Participates in the development of community outreach communications related to assigned operational activities. Identifies areas for improved operational performance, system reliability, and system sustainability. Develops, implements, and monitors annual business plans and accompanying annual master schedule to achieve organizational mission, goals, and performance measures. Manages the communication of system issues to higher level management. Participates in JEA's strategic planning processes. Stays abreast of relevant local, state, federal, and global events and activities and ensures compliance with applicable legal and regulatory requirements by monitoring existing and new legislation affecting assigned functional areas. Applies project management principles to plan, coordinate, and oversee assigned initiatives and operational improvements. Develops, manages, and administers budgets for the assigned area. Performs other job-related duties as assigned.

Requirements

  • Bachelor's degree in business, engineering, or related field.
  • Five (5) years' experience in operations, maintenance or engineering processes of an electric, water or wastewater utility.
  • Experience must include progressive management or supervision responsibilities.
  • An equivalent combination of education, experience and/or training.
  • A valid driver's license is required prior to appointment and must be maintained during employment.

Nice To Haves

  • FDEP Level 3 Water Distribution System Operator, Professional Engineer or Florida Underground Utilities Contractor, or other related water/wastewater license is preferred.
