The Manager, Retirement Programs is responsible for the governance, administration, and compliance of General Dynamics’ enterprise-wide retirement benefit programs, including defined contribution (401(k)) and defined benefit (pension) plans. As a key member of the Corporate Headquarters (CHQ) Benefits team, this role provides subject matter expertise, oversees outsourced service providers, ensures regulatory compliance, and leads complex projects that support employees, mitigate risk, and align with organizational objectives. This position partners closely with senior leadership, external vendors, and internal stakeholders, and plays an important role in audit management, regulatory filings, M&A support, and retirement plan strategy.

Requirements

  • Bachelor’s degree in Business Administration, Finance or a related field.
  • Minimum of six (6) years of experience
  • Proven ability to manage multiple complex projects and deadlines in a fast-paced environment.
  • Excellent analytical, problem-solving, and attention-to-detail skills.
  • Strong written and verbal communication skills, with the ability to interact effectively at all levels of the organization.
  • Proficiency in Microsoft Office applications, including Excel, Word, PowerPoint, and Outlook.

  • Strong knowledge of retirement plan regulations, compliance requirements, and fiduciary considerations.

Responsibilities

  • Plan Governance & Compliance Ensure retirement benefit programs are administered in accordance with plan documents, ERISA, IRS, DOL, and other applicable federal and state regulations.
  • Oversee nondiscrimination testing and other compliance activities for defined contribution and defined benefit plans.
  • Lead implementation of regulatory and legislative changes impacting retirement programs.
  • Oversee required filings and reporting, including Forms 5500, 5330, 990, CASB filings, and related compliance submissions.
  • Manage Voluntary Compliance Program (VCP) and Voluntary Fiduciary Correction Program (VFCP) filings, as applicable.
  • Vendor & Audit Management Manage relationships with recordkeepers, third-party administrators, actuaries, auditors, and other service providers to ensure service quality, data accuracy, and adherence to contractual timelines.
  • Coordinate and respond to external audits, including employee benefit plan (EBP) audits, DOL audits, and other governmental inquiries.
  • Research and resolve complex participant, vendor, and business unit issues related to retirement plans, escalating matters to senior leadership as appropriate.
  • Analytics, Reporting & Communications Utilize PeopleSoft and other systems to analyze plan data, eligibility, participation, and operational metrics.
  • Develop reports, analyses, and presentations for senior management, the GD Investment Committee, and other governance bodies.
  • Prepare or review written materials, including employee communications, regulatory notices, and summary plan descriptions (SPDs).
  • Support retirement-related disclosures and reporting for annual proxy statements.
  • Leadership & Team Support Provide day-to-day guidance, direction, and support to retirement program staff to ensure timely and accurate completion of work.
  • Provide coaching, feedback, and performance evaluations in alignment with annual merit and review processes.
  • Foster collaboration, knowledge sharing, and continuous improvement within the benefits team.
  • Projects & Continuous Improvement Lead and participate in complex, cross-functional projects, including plan mergers, eligibility analyses, compliance initiatives, and operational enhancements.
  • Continuously evaluate processes and controls to improve efficiency, accuracy, and employee experience; recommend enhancements to management.
  • Participate in special projects and perform other duties as assigned.
