About The Position

Vigor Marine CM San Diego, a Vigor Marine Group company, builds on the proud legacy of Continental Maritime of San Diego (CMSD) to stand as a vital force on San Diegos working waterfront. As a certified Master Ship Repair Contractor for the U.S. Navy, our skilled professionals have successfully completed hundreds of ship repair and modernization projects for the Navy and Military Sealift Command. We perform maintenance and modernization on all classes of major surface vessels, including CVN, CG, and DDG, as well as amphibious ships such as LHD, LHA, LSD, LPD, and auxiliary ships. Our work spans a full range of Combatant, Hull, Mechanical and Electrical, and Habitability systems, supporting the readiness and mission success of the U.S. Fleet.Position SpecificsThe Program Manager is the primary company representative assigned to and responsible for the successful execution of a ship repair program / project. The Program Manager is responsible for the Profit and Loss of assigned projects. The Program Manager ensures all activities are carried out in accordance with established specifications, budgets, schedules, and procedures. The Program Manager is the primary interface between the Company, Ships Force, and the contracting agency.

Requirements

  • Working knowledge of U.S. Navy/MSC/Commercial Ships and their systems is required.
  • At least three (3) years previous experience as a Program Manager is desired.
  • At least ten (10) years experience in ship repair is desired.
  • Four-year college degree is desired but not required.
  • High School Diploma or equivalent.

Responsibilities

  • Develops and maintains the Big Rock Schedule, ensuring major work phases, resource allocation, and scheduling deconfliction are effectively planned and communicated.
  • Coordinates the overall effort of the Area Managers, Trades, and Subcontractors to ensure project performance meets budget, schedule, and quality objectives.
  • Monitors and reports weekly progress. ensuring alt assigned tasks are completed per schedule and aligned with certification requirements.

  • Ensures all ship activities are executed per contract, regulatory, and certification requirements while working with Quality Assurance and Production teams to track Test and Inspection Plans (TIPs).
  • Represents the Company at formal and informal meetings with the customer, keeping them accurately informed on project status and key milestones.
  • Updates and briefs Management on the project's progress, challenges, and recommended solutions for schedule adherence and certification compliance.
  • Anticipates potential schedule slippage and initiates alternative actions plans, including for increased recommendations for increased manpower and/or overtime.
  • Coordinates program/project preparations. ensuring budget, work specifications, trade andsubcontractor requirements, and logistics are properly planned and executed.
  • Excellent people, organizational, written and oral communication skills.
  • Have a basic understanding of computer systems (i.e. Microsoft Office).
  • Proficient with applicable SOMS Departmental Work Instructions and Procedures Understanding of Earned Value Management.
  • Works well under unusual or extreme pressure.
  • Monitors work operations of exempt and/or non-exempt employees on a daily basis and actively assists or provides direction to subordinates as required.
  • Identifies opportunities for continual improvement in work execution. schedule adherence. risk mitigation, and certification tracking.
  • Oversees the entirety of assigned projects including, but not limited to, Area Mangers, Subcontractors, Quality, Contracts, and EH&S.
  • Ensures subordinates comply with all Health/Safety and Environmental Policies and Procedures.
  • Ensures subordinates demonstrate the highest standards of professional and ethical behavior, putting the company values and commitments at the forefront of decisions and actions.
