About The Position

Job Description Responsibilities: 1. Reports to the Associate Director or other senior position and possibly acts for him/her in their absence assuming full responsibility and authority for the operation of the department. 2. Manages the operations conducted in Laboratory Services and ensures that all operations are conducted in compliance with site specific procedures and all applicable federal regulations. Oversees work assignments and schedules staff (exempt & non-exempt) to meet the needs of the scientific, executive, and administrative staff throughout our Company's Research & Development division. Determines overtime requirements and manages the distribution of overtime in compliance with the department’s budget and the needs of our Company's Research & Development division. 3. Manages the operations for the receipt, handling, and distribution of glassware, chemicals, equipment, laboratory supplies, stationary, and other items received and distributed throughout our Company's Research & Development division. Manages the operations surrounding the manufacture of media/buffers, sterile supplies, or engineered glassware for use throughout our Company's Research & Development division in accordance with all applicable guidelines. 4. Manages the IT systems used in Laboratory Services designed to optimize services provided to the customers of Laboratory Services. 5. Acts a representative for research while interacting with site groups such as Site Environmental Engineering, Safety & Industrial Hygiene, Engineering, Maintenance, Labor Relations, Waste Management, etc. 6. Ensures the training of employees under his/her supervision in the proper performance of their jobs and with a special emphasis on safety. Serves as a point of contact for our Company's Research & Development division Safety Committee and conducts periodic safety inspections of departmental facilities and equipment under his/her supervision. Ensures action is taken to correct all unsafe conditions and safety observations. 7. Where applicable, responsible for compliance with federal regulations governing the receipt, storage, and distribution of controlled alcohol used by our Company's Research & Development division at West Point. Ensures the maintenance of detailed inventory and consumption records and ensures the preparation of the appropriate reports for filing with the appropriate individuals and government agencies. Serves as a liaison during announced or unannounced site audits conducted by the Tobacco Tax & Trade Bureau (TTB) or other regulatory authorities. 8. Responsible for responding to all grievances at second step and administers provisions of the union contracts as they relate to his/her area. Initiates and carries out disciplinary actions in compliance with the collective bargaining agreements when necessary. 9. Responsible for developing, implementing, and measuring process improvements and cost-effective enhancements to his/her operations. Works closely with leaders in Business Operations, Global Procurement, and other areas to investigate alternate suppliers, methods, materials, and automated techniques to reduce costs of service without sacrificing customer service or quality. 10. Assists in the preparation of department budgets, budget estimates and capital plans. Monitors the expenses in alignment with the approved profit plan and is capable of analyzing the expenses to predict and offset variances. Participates in the recruiting, selection, and professional development of staff in compliance with our Company goals. 11. Creates and maintains metrics for the department and groups to show visibility on the performance, productivity and safety within.
