About The Position

PRIMARY PURPOSE OF POSITION Manages the development and delivery of load management programs across PHI’s District of Columbia and Maryland jurisdictions including demand response, Time of Use Rates (TOU) and electric vehicle programs. Responsible for achieving program goals, ensuring cost recovery and minimizing performance risk. Oversee the selection and management of the vendors and team members responsible for the implementation of the programs. Responsibilities include contract oversight, and verifying delivery of products, services and program goals as required. Monitor, track and provide necessary program performance data for measurement and verification process. Delivers operational excellence across all areas of implementation including financial responsibility, program effectiveness, customer experience and program performance. Responsible for achieving individual and team goals. Demonstrates behaviors that promote a safe work environment, innovation and continuous improvement, and diversity by fostering an inclusive culture of thought and ideas. Position may be required to work extended hours for coverage during storms or other energy delivery emergencies.

Requirements

  • Bachelor's degree in Business or Engineering or related discipline
  • 7-10 years relevant experience, with at least 7 years energy conservation / energy efficiency work experience
  • A demonstrated ability to work within established budgets and deliver promised results
  • A thorough understanding of regulatory oversight, utility cost recovery mechanisms, as well as regulatory energy efficiency and conservation requirements (e.g., ICC approved energy efficiency portfolio, PUC approved PA Act 129)
  • An ability to communicate with and coordinate with a wide variety of professionals ranging from engineers to vendors, to subcontractors
  • In lieu of degree, 9-12 years of relevant experience

Responsibilities

  • Lead the implementation function and team responsible for load management and electric vehicle programs in PHI’s District of Columbia and Maryland jurisdictions.
  • Participate in the development of load management and other demand side management programs including evaluation of models, program design, outreach to internal and external stakeholders, filing requirements and development support for program plans, testimony and other filing materials. Additional support for filings will be expected through providing testimony to public service commissions. Collaborate cross-functionally on development of PHI’s short and long-term load management strategy, including technology and model evaluation, economic and operational value, and customer experience.
  • Provide ongoing oversight of vendors and programs. Develop performance metrics, forecast and any other measures related to the success of the programs. Conduct regular subcontractor and vendor meetings and obtain progress reports to ensure expectations. Track performance and provide feedback and corrective actions as necessary.
  • Oversee vendor selection, including issuing Request for Proposals (RFP), evaluating responses, identifying best offers, obtaining legal review, coordinating with Supply Services, and awarding contracts.
  • Manage all program communication and outreach needs. Work with Marketing to make certain that all messaging is accurate and reaches target customers.
  • Prepare program status reports and regulatory required reports to accurately monitor progress toward program performance and financial goals.
  • Create and sustain an environment that fosters the company's corporate values. Drive continuous improvement in quality and productivity of employees through the Performance Management process. Counsel, develop, direct, evaluate and instruct employees.
