About The Position

Under general supervision, this position is responsible for overseeing the operational, financial, and personnel functions of Meter Service Operations and Service Centers. It involves planning and managing budgets, ensuring accurate meter readings for billing integrity, and directing maintenance and infrastructure programs, including AMI capital projects. The role also includes supervising staff, coordinating with internal departments and external contractors, and supporting water conservation initiatives. Additionally, it ensures compliance with regulatory reporting and contributes to strategic planning for metering and water distribution systems.

Requirements

  • Knowledge of Water Utilities operation Policies, Procedures, Ordinances.
  • Knowledge of water conservation and water loss principles to comply with Texas Water Development Board (TWDB) and Texas Commission on Environmental Quality (TCEQ) regulations.
  • Knowledge of specifications for meters and metering sites, metering functions and related terminology.
  • Knowledge of office and administrative practices and procedures.
  • Knowledge of human and materials scheduling and inventory control.
  • Knowledge of hiring, supervisory and management practices and principles.
  • Knowledge of automated systems such as hand-held reading equipment, personal computer applications, geographic information, work management, payroll and finance.
  • Skill in using PC Software including current Microsoft Office Suite of applications.
  • Skill in preparing and presenting oral and written reports of technical data.
  • Skill in operating and troubleshooting electronic systems and specialized equipment (e.g. automated meter reading and mobile data terminals) and integrating their use.
  • Skill in communicating professionally and tactfully with other city employees and the public by oral and written means.
  • Skill in communicating policies and procedures.
  • Ability to work within a set schedule.
  • Ability to work independently under general instructions.
  • Ability to visualize and evaluate abstract concepts used in multiple metering scenarios.
  • Ability to understand mathematical calculations involving fractions, percentages, and decimals.
  • Ability to satisfy customer needs while firmly protecting the interests and resources of the City and Water Utilities Department.
  • Ability to receive detailed information through oral communication and make fine discriminations in sound.
  • Ability to prioritize deadlines and tasks.
  • Ability to plan, organize, monitor, and collaborate with internal and external stakeholders to accomplish unit objectives.
  • Ability to perform a variety of physical skills including but not limited to seeing, sitting, driving, walking, kneeling and writing.
  • Ability to operate a variety of office equipment including but not limited to PC, telephone, calculator, scanner, and copier.
  • Ability to occasionally work in an outdoor environment and conduct on-site inspections of work product to ensure quality of completed actions.

  • Ability to independently act in emergency situations to direct work water and wastewater operations under emergency conditions.

  • Ability to discuss and negotiate critical issues involving complex metering installations with major utility customers.
  • Ability to balance multiple tasks.
  • Ability to operate a motor vehicle safely with the general public in all conditions.
  • Bachelor’s degree in business administration, Public Administration, Management or science related field.
  • A minimum of two (2) years’ experience in water/sewer operations.
  • Plus, two (2) years supervisory experience.
  • Any equivalent combination of education and experience may be substituted.
  • Possession of a Class III Wastewater Collection License or the ability to obtain within thirty months
  • Possession of a Class B Water Distribution Operator’s License
  • Possession of a valid Texas Driver's License, Class C.

Responsibilities

  • Plan, develop, prepare and monitor the annual budget for Meter Service Operations and Service Centers authorizing expenditures for equipment, materials and tools to ensure budget compliance.
  • Monitor the quality and efficiency of monthly meter reading activity so that customer billings are accurate, and that the collection of revenues is protected.
  • Direct, organize and monitor the preparation of management reports for water meter operations including various monthly and quarterly reports, records, schedules and budget expenditures.
  • Administer maintenance contracts by writing bid specifications, advertising bids, coordinating bid openings with Purchasing Department, writing Staff Reports and monitoring work of contractors.
  • Plan, direct and oversee the activities of certified personnel in meter and water distribution system operations with supervisors, citizens and other City departments to inform, resolve problems or advice regarding water meter installation or repair projects.
  • Select, train, mentor, assign work and evaluate subordinate personnel involved in the water operations division.
  • Support the integrity of water meters and metering stations through the implementation of testing programs, change out scheduling and responsive maintenance actions.
  • Develop and monitor municipal water conservation efforts and minimize water loss through uncontrolled leak activity throughout the utility service area.
  • Proactive investigations of all suspected sources and all identified service line sources provided by customers who provide this information via call centers or dispatch communications.
  • Provide data for State of Texas water conservation plan and annual status updates.
  • Advise assistant director of program needs.
  • Coordinate operations with Customer Services initiatives, resolve major metering concerns for customers and assure compliance with city and department regulations.
  • Plans and executes the meter/automated meter Interface (AMI) capital program ensuring the optimal replacement of meter infrastructure as the equipment performance departs from maintaining manufacturers specifications.
