This is a restricted position, which is solely funded by the Public Health Emergency Preparedness (PHEP) Grant and funded through June 30th, 2026. The availability of funding is scheduled for review annually and periodically thereafter, and continued employment is contingent on the continued availability of funds. The Blue Ridge Health District (BRHD) is one of 35 health districts under the Virginia Department of Health, with five health departments and one community-based clinic providing public health services to over 250,000 people in Albemarle, Charlottesville, Fluvanna, Greene, Louisa, and Nelson, VA. The Medical Reserve Corps (MRC) is a force of dedicated volunteers who stand ready to support their communities in the event of a public health emergency, including medical and non-medical community members who volunteer their skills, expertise, and time to support ongoing public health initiatives and health emergencies throughout the district. The Division of Emergency Preparedness and Response (EP&R) coordinates emergency planning, training, exercises, and outreach, working with staff, volunteers, governmental and non-governmental partners, and residents to prepare for, respond to, and recover from public health emergencies. This position provides comprehensive program oversight and coordination of volunteer services to support operational and community response initiatives. The role recruits and engages volunteers by collaborating with work unit staff, community partners, and external organizations to identify service needs and align volunteers with appropriate roles during planned events and ongoing program activities. In coordination with program and district leadership, the position determines volunteer utilization strategies to ensure effective service delivery and optimal resource deployment. The incumbent oversees volunteer onboarding, training, scheduling, performance monitoring, and overall engagement to ensure compliance with program standards and operational objectives. The position serves as a liaison between operations, administration, staff, and volunteers to facilitate communication, maximize efficiency, and ensure alignment with program goals. Responsibilities also include preparing reports, maintaining documentation, and performing general administrative functions. In addition, the role supports the agency in a staff capacity by addressing intermediate-term program issues with agency-wide impact. Core responsibilities include program development, planning, monitoring, evaluation, grants management, and analysis of service delivery outcomes. The position may manage and monitor grant applications, funding allocations, and deliverables to ensure adequate financial and operational support for program commitments. The incumbent conducts research, evaluates changes in rules, regulations, and legislative proposals for impact on service delivery, and recommends policy or procedural updates to enhance effectiveness and compliance. The role requires knowledge of program management principles, analytical methods, service integration, and regulatory impact assessment. Responsibilities are carried out independently within an established work plan developed or approved by the supervisor.
