About The Position

The State of Connecticut, Department of Mental Health and Addiction Services (DMHAS) is now hiring for a Medical Records Supervisor 1 to join their team! Please note: Certification as a Registered Health Information Administrator (RHIA) or Registered Health Information Technician (RHIT) will be required at the time of appointment to this class in accordance with the Comprehensive Accreditation Manual for Hospitals (CAMH) and the Joint Commission. DMHAS is a health care agency whose mission is to promote the overall health and wellness of persons with behavioral health needs through an integrated network of holistic, comprehensive, effective, and efficient services and supports that foster dignity, respect, and self-sufficiency in those we serve. WCMHN was formed in 1996 in order to coordinate clinical, fiscal and administrative oversight of Region 5 contracted and state-operated mental health services. Their mission is to provide a comprehensive and effective recovery-oriented system of mental health and addiction services that promotes self-sufficiency, dignity, cultural sensitivity and respect. Within this service system, there are three state-operated Local Mental Health Authorities, which are located in Waterbury, Danbury and Torrington. In partnership with WCMHN, they provide and coordinate local clinical services. Over 200 staff including psychiatrists, nurses, social workers, rehabilitation and mental health workers provide services for persons with a long-term mental illness. Approximately 7,000 clients receive services in a variety of programs, including peer support programs, recovery services, supported employment, homeless services, residential, crisis services, jail diversion, outpatient, case management, Assertive Community Treatment Teams (ACTT) and young adult services.

Requirements

  • Seven (7) years of experience in the maintenance of medical records and preparation of statistical reports.
  • Two (2) years of the General Experience must have been at the level of a Medical Records Specialist 2 or its equivalent.
  • Certification as a Registered Health Information Administrator (RHIA) or Registered Health Information Technician (RHIT) may be required at the time of appointment to this class in accordance with the Comprehensive Accreditation Manual for Hospitals (CAMH) and the Joint Commission.

  • Knowledge of Abuse and Neglect Reporting, Notification and Follow-up to Immediate Protective Service Plans
  • Experience in an outpatient/clinic care setting
  • Experience in clinical documentation and billing requirements
  • Experience supervising employees onsite at multiple work sites
  • Experience training clinical staff on medical records procedures
  • Experience communicating issues and producing procedural concerns

Responsibilities

  • Schedules, assigns, oversees and reviews work of staff
  • Provides technical training and assistance in medical records procedures to subordinates and other hospital personnel
  • Conducts performance evaluations
  • Determines priorities and plans unit work
  • Establishes and maintains unit procedures
  • Develops or makes recommendations on development of policies and standards
  • Designs and supervises health care information systems monitored by comprehensive statistical reports, detailed medical record form design and thorough medical record quality control checks
  • Ensures compliance with Joint Commission on Accreditation of Healthcare Organizations (JACHO) standards
  • Responds to court subpoenas and inquires for medical record information in accordance with state and federal confidentiality regulations and Joint Commission on Accreditation of Healthcare organizations standards, Medicare and/or Medicaid regulations, Public Health Code standards and other governing bodies which might impact federal funding
  • Interprets and administers pertinent laws
  • Prepares or assists in budget preparation
  • Maintains professional contacts with individuals both within and outside of state who might impact record keeping activities
  • Serves in a consultative role to medical professionals on proper methods of medical documentation
  • Maintains various records and indices
  • May supervise mircofilming or medical records
  • Performs related duties as required.
