Medicaid Program Advisor Level 2-3 in Albany, NY Division of Eligibility & Marketplace Integration (DEMI) Bureau of Consumer Assistance and Training (CAT) Duties: This position will work within the Division of Eligibility and Marketplace Integration in the Bureau of Consumer Assistance and Training. This Bureau provides operational administration of New York’s application assistor programs available through NY State of Health and at local Departments of Social Services. This includes over 360 agencies and 5500 assistors who provide application assistance through NY State of Health to consumers. This position would be involved in the administration of the assistor program for consumers eligible for Medicaid and/or the Medicare Savings Program through an electronic eligibility system.

Requirements

  • 10 years of professional experience
  • 5 years of subject matter expert experience
  • Supervisory experience

Nice To Haves

  • Preferred candidates will have supervisory experience and professional experience in health insurance programs, including Medicaid, Medicare, Child Health Plus, and Essential Plan.
  • Preferred candidates will also have excellent verbal and written communication skills; strong analytical skills and attention to detail; strong organizational skills; the ability to work well independently and as part of a team, and to manage multiple priorities in order to meet deadlines.
  • Proficiency in Microsoft Office (Excel, Access) with preferred candidates having experience using these or similar electronic systems to manage large volumes of data.

Responsibilities

  • Monitoring the assistor account creation, certification, and decertification process.
  • Researching and resolving eligibility and enrollment issues and consumer complaints.
  • Reviewing and analyzing trends in enrollment data.
  • Analyzing and distributing reports.
  • Assisting in the development and updates of program policies and procedures to maintain compliance in the delivery of services.
  • Drafting work instructions and training materials for staff and assistors.
  • Providing technical assistance to various stakeholders.
  • Communication with external agencies.
  • Supervision of subordinate staff.
