The Medicaid Enrollment Coordinator is responsible for facilitating Medicaid eligibility screening, application, and enrollment processes for individuals entering custody within Washington correctional facilities. This role supports enrollment into Washington Apple Health (Medicaid) and related eligibility programs, including initiatives associated with the Medicaid 1115 Reentry Waiver. The Coordinator works closely with facility intake staff, healthcare providers, and state agencies to ensure individuals are appropriately screened for Medicaid eligibility and enrolled when applicable. This role supports continuity of care by helping ensure eligible individuals have active Medicaid coverage prior to release from custody.

Requirements

  • Associate’s degree in healthcare administration, social services, public health, or related field preferred.
  • Minimum of 2-3 years of relevant experience in the specific functional area (e.g., HR, Finance, Sales, Marketing, Operations, etc.).
  • Experience in healthcare, correctional healthcare, or a regulated industry is preferred.
  • Demonstrated success in applying function-specific skills (e.g., employee relations for HR, financial reporting for Finance, or sales strategy for Sales) is required.
  • Knowledge of relevant industry-specific regulations, compliance standards, and best practices may be required, particularly for roles in highly regulated functions like HR and Finance.
  • Active CPR/BLS certificate required (American Heart Association/American Red Cross guideline approved), if role is located in a correctional facility.

Nice To Haves

  • Additional certifications or specialized training may be required depending on the function (e.g., Certified Human Resources Professional (PHR) for HR roles, Certified Public Accountant (CPA) for Finance roles, etc.).
  • Relevant industry certifications based on the role (e.g., PHR, SHRM-CP, CPA, etc.).

Responsibilities

  • Conduct Medicaid eligibility screenings for individuals entering custody to identify potential eligibility for Washington Apple Health.
  • Initiate Medicaid applications, benefit reinstatements, or reactivations in accordance with Washington Medicaid policies.
  • Coordinate with the Washington Health Care Authority (HCA), Managed Care Organizations (MCOs), and other external partners regarding eligibility and enrollment status.
  • Assist individuals in completing required Medicaid application documentation and gather necessary identifying information.
  • Verify demographic and eligibility information required for Medicaid enrollment.
  • Track the status of pending Medicaid applications and follow up with appropriate agencies to support timely determinations.
  • Document enrollment activities, eligibility status, and communications in the designated electronic health record or program tracking systems.
  • Obtain required patient authorizations and consent forms for the exchange of eligibility and healthcare information.
  • Coordinate with healthcare staff to support benefit activation and continuity of coverage prior to release.
  • Maintain accurate records of enrollment activities for reporting, compliance monitoring, and program audits.
  • Stay current on Washington Medicaid eligibility policies, program updates, and procedures related to justice-involved populations.
  • Provide general administrative support related to Medicaid eligibility and enrollment processes as assigned.
  • Perform other related duties as assigned.
