About The Position

Requirements

  • Bachelor's degree in accounting, finance, business administration, or equivalent education and experience.
  • Advanced knowledge of budgeting, finance, managerial and financial accounting.
  • Knowledge of analytical and management systems.
  • Knowledge of financial information systems and GAAP.
  • Experience processing and reconciling complex financial transactions.
  • Intermediate/advanced Microsoft Excel skills.
  • Excellent communication skills, both verbal and written.

Responsibilities

  • Lead, prepare, revise, and review budgets; evaluate proposed expenditures and revenues.
  • Perform detailed financial analysis and make recommendations regarding Medicaid funds and programs.
  • Assist in developing and implementing financial and technical criteria for revenue and expenditure contracts.
  • Oversee accounting and financial reporting systems, including reviewing transactions.
  • Review expenditures for compliance with grants, contracts, and internal policies, making adjusting entries as needed.
  • Communicate effectively in written, verbal, and presentation forms.
  • Oversee monthly financial reporting to program staff and stakeholders.
  • Coordinate and implement federal, state, county, and local laws related to Medicaid funding.
  • Evaluate fiscal processes for efficiency and implement changes for continuous improvement.
  • Assist with department-wide financial management as needed.
  • Maintain revenue and eligible life tracking for Medicaid recipients.
  • Prepare monthly and quarterly financial reports.
  • Coordinate tracking and processing of all behavioral health revenue and contracts.
  • Submit revenue billings to other agencies, including A-19 processing and inter-fund transfers.
  • Lead fiscal efforts for federal grant applications and revenue receipts.
  • Support SEFA/SSFA and SAO audit response and reconciliation efforts.
  • Manage cash management and receivables processes.
  • Develop and manage behavioral health revenue budget and budget tools.
