About The Position

Orbis is seeking a Measure of Effectiveness (MOE) Officer, Senior to lead qualitative research and program evaluation activities for a client in the US Intelligence Community. On this multi-year project, the officer will have the opportunity to demonstrate intellectual agility by leading research design, data collection, and data analysis activities to produce and implement recommendations that will support the client in optimizing delivery of specialized projects in support of their mission. This project features the opportunity to interact with a wide range of key stakeholders, including those at senior levels. This is an exciting opportunity for an intellectually curious, energetic MOE officer to work on a project with real impact to help our client develop ways of better meeting the needs of the mission.

Requirements

  • A Bachelors degree is required for this position.
  • Minimum of 10 years' experience in an advisory role in the IC.
  • Knowledge of the Eastern Asia Region
  • Active TS/SCI clearance with Poly
  • Ability to extract insights from social media and various open source and proprietary data sources to produce finished intelligence products
  • Experience developing presentations and providing briefings to middle and senior management
  • Excellent oral and written communication skills, including visual representation of data using charts and graphs
  • Proficiency with MS Excel and PowerPoint
  • Ability to perform in an individual contributor role while also excelling in a team environment

Nice To Haves

  • A Masters degree in business, social science, or behavioral science preferred but not required for this position.
  • Demonstrated experience leading program evaluation activities
  • Experience with survey design and analysis
  • Ability to analyze information and identify implications for policy, processes, communications, and training
  • Familiarity with advanced statistical concepts.
  • A masters degree in business, social science, or behavioral science is a plus
  • Eastern Asia language is required

Responsibilities

  • Develop and implement research designs with practical strategies for conducting evaluations of strategic communications for a customer in the US Intelligence Community
  • Apply operational knowledge and tradecraft to enhance the customer's planning, design, and implementation of a variety of projects
  • Design and conduct survey research; includes sample identification, instrument development, survey distribution, and response analysis
  • Analyze both qualitative and quantitative information to provide the customer with comprehensive insights into organizational strengths and challenge areas
  • Prepare reports and presentations for senior leadership based on research plans, activities, findings, and recommendations
  • Brief senior-level customers on research plans, status of activities, findings, and recommendations
  • Generate operational proposals based upon your findings and recommendations
