About The Position

The McKinney-Vento & Family Outreach Specialist is responsible for implementing the duties and responsibilities of the McKinney-Vento Act and related regulations to support the education of homeless children and youth. This role focuses on ensuring that students experiencing homelessness are identified, enrolled, and provided equitable access to high-quality education and support services, while also acting as a liaison between families, schools, and community resources.

Requirements

  • Minimum of a Bachelor's Degree in social work or related field.
  • Master's Degree in social work is preferred.
  • Minimum of five years of experience in social work, psychology, counseling, or related field, preferably with school-age population.
  • Clear understanding of the McKinney-Vento Homeless Education Act requirements.
  • Demonstrated ability to communicate effectively, orally and in writing.
  • Experience in decision-making, problem analysis, conflict resolution, and program management.
  • Ability to develop, implement, and monitor programmatic goals.
  • Knowledge of school organization and available resources to support families and students experiencing homelessness.
  • Valid Virginia driver's license.
  • Ability to establish and maintain effective working relationships with students, parents, staff, and outside agencies.

  • Familiarity with federal, state, and local education policies regarding homeless students.

Responsibilities

  • Interprets laws relating to students experiencing homelessness and ensures the delivery of mandated services under ESSA.
  • Provides outreach, identification, and support for the unique needs of the homeless student population.
  • Ensures access to educational services for children, youth, and families, including Head Start and early identification programs.
  • Collaborates with school personnel to facilitate immediate enrollment of students experiencing homelessness.
  • Connects families and students with educational support activities and community resources based on need.
  • Engages families with information about their rights and participation in their student's education.
  • Acts as a liaison between schools and community agencies to coordinate assistance for students experiencing homelessness.
  • Serves as a liaison between students/families and NNPS-based resources to meet the needs of students experiencing homelessness.
  • Manages the McKinney-Vento dispute resolution process for students/families challenging NNPS' identification or school site determination.
  • Acts as a resource to school-based personnel regarding homeless policies and record-keeping requirements.
  • Provides professional development to school personnel on identifying and supporting students experiencing homelessness.
  • Maintains necessary records ensuring confidentiality and prepares related reports.
  • Coordinates with the Transportation department to ensure eligible students receive prompt transportation to school.
  • Partners with Federal Programs in data collection and academic service provision for eligible students.
  • Collects and analyzes data on the needs of eligible students and provides quarterly reports to the Program Administrator.
  • Models nondiscriminatory practices in all activities.
