About The Position

The position will be assigned precast/prestress plants that they will inspect on a certain frequency based on the type of plant to ensure compliance with FDOT specifications. You will also review and process Quality Control Plans for these plants on an annual basis. In addition, you will sample reinforcing steel from their plants, which is then provided to the State Materials Office, for testing. Beyond that, you will provide technical support for their assigned plants in the event it is required. The position contributes to the Department by ensuring that precast/prestress products used on Departmental projects adhere to all applicable guidelines and specifications.

Requirements

  • Knowledge of: The concepts, terminology, principles and analytical techniques of concrete. Engineering design, construction, production and/or operations.
  • Skills in: Using engineering tools, equipment and/or instruments.
  • Ability to: Operate a personal computer for word processing, spreadsheet, and a database application. Analyze and interpret engineering data. Solve problems relating to engineering. Perform technical engineering inspections. Apply engineering quantitative techniques. Plan, organize and coordinate work assignments. Communicate engineering information effectively. Establish and maintain effective working relationships with others. Pick up to 50 pounds and move around uneven terrain without assistance.
  • Must possess or obtain and maintain CTQP Concrete Field Technicial Level 1, Prestressed Concrete Institute I, ACI Self-Consolidation Concrete Testing Technician, ACI Concrete Strength Testing Technician, ACPA Precast Concrete Quality School Certification, Construction Math, and Contract Plans Reading. Employee will be required to be responsive to emergency situations within a very short timeframe and serve in the Transportation Emergency Management Team (TEMT). Must have a valid class "E" Florida driver's license.
  • High school diploma or equivalent. Prior experience using engineering or manufacturing tools, equipment and/or instruments or prior experience operating a personal computer for word processing, spreadsheet, and/or database applications; and prior experience with evaluating construction materials.
  • This position requires a valid Class (E) driver license with an acceptable driving record in accordance with the Department’s Driver’s Record Requirements Policy. An unacceptable driving record is defined as any of the following: Three (3) or more moving violations in the past three (3) years that accumulate three (3) or more points per violation. Any two (2) convictions of reckless driving in the past three (3) years. A suspension or revocation of the driver license for moving violations in the past three (3) years; and A suspension or revocation for refusal to take a sobriety test, or any suspension or revocation for a DUI conviction, in the past four (4) years.

Responsibilities

  • Perform field and/or laboratory testing in accordance with the applicable Florida Sampling and Testing Methods (FSTM), American Association of State Highway and Transportation Officials (AASHTO) or American Society of Testing and Materials (ASTM) test methods. Report results precisely in the appropriate database. Keep all testing equipment calibrated and in good working order.
  • Inspect component materials for compliance with Florida Department of Transportation (FDOT) specifications. Inspect completed material or component materials for compliance with Florida Department of Transportation (FDOT) specifications. Inspect facility and operation for compliance with their Quality Control (QC) plan and specification requirements. Document and report findings.
  • Review Quality Control plans, Construction plans, specifications, procedures and any other documents necessary to execute the Department’s mission. Coordinate the review of the Materials portion of the Contractor’s QC plan. Provide clear comments as requested in time to be useful to the customer. Offer solutions when objecting to the approach that is proposed.
  • Inspect materials in the field as requested or required during Construction, Maintenance or Design. Determine material compliance with Department contract and procedural documents. Inspect ongoing activities and documentation of materials related testing and inspection. Provide feedback and technical assistance to field personnel as appropriate. Document and report findings.
  • Perform Independent Assurance evaluations as described in Department procedures and the Federal Aid Policy Guide. Perform these evaluations in an objective and professional manner. Document and report findings.
  • Provide materials related technical support to customers as requested. Provide support in time to meet the customer’s needs. Provide guidance and training to customers.
  • Analyze materials data for contract and procedural compliance. Take timely action to correct any errors in the data. Actively facilitate the notification of stakeholders of failures or negative trends.
