About The Position

The Materials Specialist-Earthwork position at the Florida Department of Transportation plays a critical role in ensuring the quality and performance of earthwork materials used in Florida’s transportation infrastructure. This position is responsible for overseeing and monitoring earthwork activities by evaluating sampling procedures, testing methodologies, and equipment used by testing firms. Key responsibilities include assessing the qualifications and performance of testing personnel, verifying compliance with FDOT standards, and reviewing test results for accuracy and consistency. The specialist also provides technical expertise to address earthwork-related construction challenges and supports the consistent application of specifications and quality control measures across FDOT projects.

Requirements

  • High school diploma or equivalent.
  • Prior experience operating a personal computer for word processing, spreadsheet and/or database applications.
  • Must possess or obtain and maintain Earthwork Construction Level 1 and Level 2 Construction Training Qualification Program (CTQP), and Nuclear Radiation Safety Certificate.
  • Must pass or have passed Construction Math and Contract Plans Reading Self Study examinations.
  • A valid Class E Driver’s License is required.

Nice To Haves

  • Knowledge of the concepts, terminology, principles and analytical techniques of earthwork; engineering design, construction, production and/or operations.
  • Skills in using engineering tools, equipment and/or instruments.

Responsibilities

  • Inspect materials in the field as requested or required during Construction, Maintenance or Design.
  • Determine material compliance with Department contract and procedural documents.
  • Inspect ongoing activities and documentation of materials related testing and inspection.
  • Provide feedback and technical assistance to field personnel as appropriate.
  • Document and report findings.
  • Perform Independent Assurance evaluations in the field as described in Department procedures and the Federal Aid Policy Guide.
  • Perform field and/or laboratory testing in accordance with applicable Florida Sampling and Testing Methods (FSTM), AASHTO or ASTM test method.
  • Report results precisely in the appropriate database.
  • Keep all testing equipment calibrated and in good working order.
  • Review Quality Control plans, Construction plans, specifications, procedures and any other documents necessary to execute the Department’s mission.
  • Evaluate project/process to determine current performance status.
  • Make/recommend improvements to optimize delivery or improve results.
  • Notify stakeholders of any changes to the project/process.
  • Analyze materials data for contract and procedural compliance.
  • Provide materials related technical support to customers as requested.
  • Support consultant contracts in accordance with applicable rules, laws and procedures.
  • Assist the District Radiation Safety Officer (DRSO), ensuring compliance with the policies and procedures of the Department of Health (DOH), Bureau of Radiation Control (BRC), Nuclear Regulatory Commission (NRC) and FDOT.
