About The Position

The MassDOT Industrial Safety and Health Inspector I position is classified as an entry-level technician focused on applying the principles, practices and techniques of occupational safety and health learned through educational and related job experience. Through the guidance of senior level Industrial Safety and Health Inspectors, entry-level inspectors will be provided with procedural guidance and on-the-job training to learn the functional operations of the MassDOT Highway Division. There will be three selected applicants for this position who will be formally assigned to the Boston Headquarters Occupational Safety and Health Section but each of the selected applicants will conduct their daily work as an apprentice in one of Safety's regional groups assisting the District Safety Inspectors in supporting safety and health for the MassDOT Highway Division workforce. Safety's regional groups are District 1/2, District 3/5, and District 4/6, with one candidate hired into each of these groups. The selected applicant will be partnered with senior level Industrial Safety and Health Inspector(s) to support the day-to-day job responsibilities. Each apprentice inspector will be provided opportunities to assess diverse situations and assist the District Safety Inspector, or Area Supervisor with promoting a safe working environment for the MassDOT Highway Division workforce. After substantial training and skills development has occurred, the selected applicant may be assigned to independently conduct tasks related to the list of responsibilities outlined above. It shall be noted that incumbents in this position could be exposed to occupational hazards such as active roadways, hazardous materials, confined spaces, heights, and work with people under emotional distress. This position requires emergency response coverage which involves scheduled and on-call work on nights, weekends, and holidays. Apprentice level Industrial Health and Safety Inspectors will support emergency response activities during after-hours/weekends with senior level inspectors until such time that the Manager of Occupational Safety and Health has determined that independent work can be completed safely and effectively by the ISHI I incumbent. This position is eligible for a five-thousand dollar ($5,000) signing bonus (“Signing Bonus”) if you are newly hired into the Unit E collective bargaining unit at MassDOT. The Signing Bonus will be paid in two parts: 1) $3,000 (less applicable taxes) included in the employee's first paycheck. 2) $2,000 (less applicable taxes) after the successful completion of the employee’s probationary period.

Requirements

  • Applicants must have at least (A) two (2) years of full-time, or equivalent part-time, professional or technical experience in safety engineering, industrial hygiene, inspection or investigatory work in connection with occupational safety/health standards, in the regulation of occupational safety/health or in enforcement of occupational health laws, rules, regulations and standards, or (B) any equivalent combination of the required experience and the substitution below.
  • Extensive travel is required; incumbents must have access to a properly inspected, registered and insured personal automobile and must possess a current and valid motor vehicle driver’s license at a class level specific to assignment.
  • Based on assignment Applicants must pass an annual medical evaluation to certify their ability to wear respiratory or other breathing apparatus.
  • Applicants must be able to obtain and maintain certification on OSHA-10, OSHA-40, OSHA24/Hazwoper, TIMS, Work Zone Traffic Control, Flagging, CPR, First Aid, Drug and Alcohol Detection and other appropriate disciplines as necessary to perform duties as assigned.
  • I. An Associate's degree with a major in building construction, mechanical technology, industrial hygiene, industrial management, industrial technology, sanitation/public health inspection, or engineering may be substituted for one (1) year of the required experience.
  • II. A Bachelor's degree with a major in engineering, industrial hygiene, safety science, construction management, industrial management, or a related scientific discipline such as chemistry, biology or the like, may be substituted for the required experience.
  • III. Completion of an apprentice training program approved by the Massachusetts Division of Apprentice Standards in a construction trade may be substituted for the required experience.

Responsibilities

  • Safety inspections and investigations. Safety inspections and investigations involve interviewing parties involved with workplace accidents/injuries and/or safety violations, and physical inspection of: equipment, vehicles, materials, operations, buildings, and infrastructure, including the District 6 tunnel system which contains confined spaces and other unique hazards.
  • Responding to workplace injuries.
  • Responding to highway emergencies including serious crashes and hazardous materials spills.
  • Evaluating work zone set-ups.
  • Providing assistance with job safety planning and implementation.
  • Conducting and assisting with safety training sessions.
  • Assistance with development of written safety procedures.
  • Increasing safety awareness and contributing to development of safety outreach materials.
  • Responding to inquiries.
  • Writing inspection reports.
  • Maintaining records.
  • Hosting and attending meetings.
  • Support of safety during Snow and Ice Operations.
  • Providing assistance in ensuring that the Federal Drug and Alcohol Testing Laws for CDL drivers are effectively implemented.
  • Performing other related duties as assigned or required.
