About The Position

The Marine Resource Management Coordinator (Hearings Officer) position involves professional services work focused on processing and evaluating aquaculture lease applications. The role includes serving as a Hearings Officer, representing the Department in adjudicatory proceedings, and ensuring compliance with the Maine Administrative Procedures Act. The successful candidate will analyze testimony and evidence, develop written decisions, and conduct rulemaking in accordance with state laws.

Requirements

  • Education, training, and/or experience demonstrating technical expertise in marine resource and aquaculture program management.
  • Experience in developing and implementing complex marine resource-focused conservation projects.

Responsibilities

  • Process and evaluate aquaculture lease applications.
  • Serve as a Hearings Officer in adjudicatory proceedings.
  • Schedule and administer lease hearings in compliance with the Maine Administrative Procedures Act.
  • Analyze testimony and evidence to develop recommended written decisions.
  • Review lease applications to ensure they contain requisite information.
  • Write proposed lease decisions, legal notices, and procedural orders.
  • Respond to filings related to lease applications.
  • Conduct the Department's rulemaking in compliance with state laws.
  • Represent the Department at rule hearings and assist in developing pertinent laws and regulations.
