As a Natural Resource Specialist 3 – Marine Life Entanglement Project Leader based in Newport, Oregon, your primary responsibilities will include leading development, assessment, and implementation of policies, fishery management measures, monitoring programs, adaptive management plans, and public engagement strategies to minimize and mitigate the risks and impacts of marine life entanglements in fishing gear. Duties include: Revise and finalize draft Habitat Conservation Plan (CP) to minimize and mitigate marine life entanglement in commercial Dungeness crab fishing gear Prepare request for an Incidental Take Permit (ITP) for protected species under the Endangered Species Act (ESA), and consistent with the Marine Mammal Protection Act (MMPA), for final submission to National Marine Fisheries Service (NMFS) Lead planning and execution of public process and agency process associated with on-going CP evaluation by NMFS and implementation of the CP. Support ODFW participation on federal Take Reduction Team under the MMPA. Develop and implement adaptive management and monitoring programs specified in the final CP, and provide recommendations to the program manager Provide technical expertise and advice both within the Department and to state and federal agencies regarding marine life entanglement issues Evaluate efficacy of management measures and compliance with ITP provisions Communicate and coordinate program work with other agencies, scientists, and the public Develop and produce outreach materials including web pages, fliers, industry notices, and fleet alerts Represent the agency on marine life entanglement issues in interagency or public meetings and to the media.

Requirements

  • Three years of biological experience performing studies, research, or resource management activities in a fish or wildlife program AND a Bachelor's degree in Fisheries or Wildlife Science or a closely-related Bachelor's degree with at least 45 quarter (30 semester) hours of biological/ecological coursework, or three additional years of biological experience performing studies, research, or resource management activities in a fish or wildlife program
  • At least one year of the experience must be at a technical or professional level performing activities in a fish or wildlife program such as researching and analyzing data, conducting investigations, applying pertinent laws and regulations, or coordinating and monitoring project activities
  • A Master's degree in Fisheries or Wildlife Science or a closely-related Master's degree in biological/ecological sciences will substitute for up to one year of the required experience
  • A Doctorate degree in Fisheries or Wildlife Science or a closely-related Doctorate degree in biological/ecological sciences will substitute for up to two years of the required experience
