About The Position

The Managing Director of CCMR serves as the district leader responsible for the strategic vision, direction, implementation, and accountability systems for all CTE programming and all dual credit offerings across KIPP Texas secondary schools. This role ensures that CTE pathways and dual credit programs are high-quality, accessible, compliant, and aligned to workforce needs, postsecondary expectations, and state accountability requirements. The Managing Director provides statewide leadership to design, scale, and sustain rigorous, industry-aligned CTE pathways while simultaneously expanding dual credit access and success - specifically opening Dual Credit college campuses over the next 5 years. This leader manages statewide teams, higher-education partnerships, compliance systems, and data-driven improvement structures that prepare students for college, career, and beyond.

Requirements

  • Bachelor’s degree required; Master’s degree preferred
  • Certified CTE teacher or 3-5 years of experience leading CTE programming at scale
  • Experience managing dual credit, early college, or CCMR programs at the district or institutional level
  • Strong knowledge of Texas CTE regulations, TSIA2, CCMR, and TEA Dual Credit requirements
  • Excellent communication, interpersonal, and organizational skills
  • Experience collaborating with team members and providing constructive and instructive feedback
  • Articulate professional demeanor with strong self-confidence and initiative
  • Ability to work both on broad-based strategy and everyday details
  • Adept at exercising excellent judgment in decision-making
  • Flexible and proven ability to adapt to changing priorities
  • Ability to synthesize knowledge and present it to stakeholders in a comprehensive manner
  • Proficient at interpreting policy, procedures, and data

Responsibilities

  • Develop and execute a multi-year strategic plan for CTE aligned to district goals, state accountability (Perkins V, CCMR, TIA), regional workforce needs, and higher education policy.
  • Develop and execute a multi-year strategic plan for Dual Credit across KIPP Texas.
  • Drive innovation in program design, ensuring both CTE pathways and Dual Credit course sequences support high-wage, high-demand careers and postsecondary readiness.
  • Expand dual credit access through early college models, embedded courses, and partnerships with higher-education institutions.
  • Advise senior leaders on CTE and Dual Credit program expansion, student outcomes, resource needs, and state policy implications.
  • Establish clear quality standards and performance metrics for all CTE programs of study and all Dual Credit offerings.
  • Oversee data systems that track student concentrator/completer status, IBC attainment, dual credit enrollment, persistence, and work-based learning participation.
  • Lead statewide program evaluations and internal audits to ensure compliance, fidelity, and continuous improvement.
  • Ensure dual credit course alignment with TEA policy, college partner requirements, and transcript accuracy.
  • Review Dual Credit grade distribution, enrollment patterns, eligibility, and TSIA2 outcomes to improve student success.
  • Oversee all federal and state CTE funding (Perkins V, grants, special allocations) to ensure compliance and maximize impact.
  • Manage financial agreements, MOUs, and contract structures with higher-education institutions providing Dual Credit.
  • Align budgets to strategic priorities and ensure equitable distribution of resources across campuses and programs.
  • Ensure full compliance with state and federal CTE regulations, including TEA program approval, service ID alignment, and PEIMS accuracy.
  • Ensure compliance with Dual Credit eligibility requirements, FERPA, TSIA2 policies, instructor credentialing, and grading standards.
  • Maintain accurate and timely reporting for CTE and dual credit within audits, CCMR indicators, and state submissions.
  • Develop guidance documents, frameworks, and handbooks to ensure consistency in CTE and Dual Credit implementation statewide.
  • Supervise and coach statewide CTE team members and dual credit staff.
  • Build team capacity through professional learning, strategic goal-setting, and aligned performance measures.
  • Foster a culture of collaboration, innovation, and accountability across regions, campuses, and cross-functional departments.
  • Provide guidance and direct support to school leaders, counselors, and regional teams on effective implementation of both CTE pathways and dual credit courses.
  • Coordinate course scheduling, pathway sequencing, and strategic staffing to ensure access and student success.
  • Deliver professional development for CTE teachers, dual credit coordinators, counselors, and leadership teams.
  • Promote cross-sector collaboration between CTE, STEM, arts, AP, and workforce pathways to create coherent, future-ready learning experiences.
  • Build models that align middle school exposure with high school pathways and early college opportunities.
  • Expand work-based learning, industry partnerships, internships, and college-credit-bearing experiences across campuses.
  • Represent KIPP Texas on regional and statewide CTE advisory councils, workforce boards, chambers, and industry roundtables.
  • Develop scalable partnerships that increase student access to internships, certifications, dual credit courses, and work-based learning experiences.
