About The Position

Performs advanced managerial work administering the daily operations and activities of Human Resources programs. Work involves establishing goals and objectives; developing guidelines, policies, and procedures; developing schedules, priorities, and standards for achieving established goals; coordinating and evaluating program activities; developing and evaluating budget requests; monitoring budget expenditures; and supervising the work of others. Works under limited supervision with considerable latitude for the use of initiative and independent judgment.

Requirements

  • Bachelor's degree from a college or university accredited by an organization recognized by the Council for Higher Education Accreditation (CHEA) or by the United States Department of Education (USDE). Major course work in Human Resources, Business Administration, Public Administration, Accounting, Criminal Justice, or a related field preferred. Each year of experience as described below in excess of the required eight years may be substituted for thirty semester hours from an accredited college or university on a year-for-year basis.
  • Eight years full-time, wage-earning human resources, administrative support, program administration, public administration, financial operations, auditing, or technical program support experience.
  • Four years full-time, wage-earning experience in the supervision of employees.
  • Six years full-time, wage-earning experience in the use of Microsoft Office Suite or equivalent to include word processing, spreadsheet, database, or presentation software programs.
  • Knowledge of applicable laws, statutes, and regulations related to human resources management.
  • Knowledge of principles, practices, and techniques relating to employment and staff development administration.
  • Skill to communicate ideas and instructions clearly and concisely.
  • Skill to coordinate with other staff, departments, officials, agencies, organizations, and the public.
  • Skill to interpret and apply rules, regulations, policies, and procedures.
  • Skill to review technical data and prepare technical reports.
  • Skill in administrative problem-solving techniques.
  • Skill in public address.
  • Skill to plan, organize, and direct human resources programs and operations.
  • Skill to establish and evaluate program policies, procedures, guidelines, objectives, and standards.
  • Skill to supervise the work of others.
  • Ability to walk, stand, sit, kneel, push, stoop, reach above the shoulder, grasp, pull, bend repeatedly, identify colors, hear with aid, see, write, count, read, speak, analyze, alphabetize, lift and carry under 15 lbs., perceive depth, operate a motor vehicle, and operate motor equipment.

  • Governmental program experience preferred.
  • Knowledge of the operations and components of state government and the state criminal justice system preferred.
  • Knowledge of agency and departmental organizational structure, policies, procedures, rules, and regulations preferred.

Responsibilities

  • Manages the activities of staff in Human Resources programs
  • Manages multiple human resources functions and provides oversight to associated staff

  • Represents the program areas at meetings, hearings, trials, conferences, and seminars and on boards, panels, and committees
  • Testifies at hearings, trials, and legislative meetings
