This is Caterpillar This position must be an advocate for Caterpillar’s interests on a variety of issues before state governmental entities. The position represents the company across multiple stakeholder groups in shaping and influencing public policy. The manager has responsibility for a specific region of states with a particular focus on Texas, home to Caterpillar’s corporate headquarters, Power and Energy business unit, and multiple manufacturing facilities. The complexity of state legislation and potential impact on individual Caterpillar business units as well as the overall enterprise requires an on-scene company advocate in state capitals. As a part of the Caterpillar Governmental Affairs team, the incumbent is charged with affecting the legislative and regulatory outcome in a way to minimize damage/maximize benefit to the company. Incumbent interacts with the highest-level state policymakers and therefore must always maintain Caterpillar’s reputation for honesty, integrity and excellence. The audience this position must appeal to include members of state legislative and regulatory bodies and their staff, administration officials and respective staff, other business interests and corporations, Caterpillar customers, industry and trade associations. The position manages the completion of its own work assignments and coordinates activities with the business unit client group and the US State & Americas Senior Director. Typical internal clients include contacts across a number of Caterpillar worldwide operations, largely dependent on the issues within the manager’s portfolio. All activities are related to advancing the company’s legislative and regulatory agenda. The incumbent establishes and then monitors general policies and guidelines for projects under his/her control to ensure specific management goals are met and desired results are achieved.

Requirements

  • Bachelor’s degree in Political Science, Business, Communications, English, History or a Juris Doctor and significant governmental job-related experience with specific attention to Texas legislative and regulatory experience
  • Successfully communicates business unit/enterprise interests before policymakers and regulators; excellent oral and written communications skills
  • Knowledge of approaches, tools, techniques for recognizing, anticipating, and resolving organizational, operational or process problems; ability to apply knowledge of problem solving appropriately to diverse situations
  • Knowledge of relationship management techniques; ability to establish and maintain healthy working relationships with clients, vendors, and peers
  • Knowledge of federal, state and local laws affecting government affairs; ability to manage corporate activities that benefit from interaction with or provide information to various governmental agencies
  • Knowledge of methods used in handling legislative issues; ability to use tools, techniques, and approaches to analyze and comply with legislation from the government, as it applies to the organization
  • International and Domestic travel up to 25% and willingness to work evenings is required

Responsibilities

  • Establish working relationships with respective business units to identify specific policy concerns as they relate to company objectives
  • Represent business unit/enterprise interests before policymakers and regulators and be lead advocate for same
  • Provide advice and counsel to senior management, including the Executive Office, on high priority issues within their region of states
  • Represent Caterpillar’s interests in coalitions, associations, etc., leveraging same in support of company priorities
  • Provide first line of defense against problematic policy initiatives that may negatively impact the company
  • Identify emerging legislative issues/policy trends which could affect corporate objectives
  • Develop long-term relationships and enlist the support of key governmental leaders and staff in pursuit of corporate objectives
  • Provide advice and counsel on political campaigns and elections and in particular in regard to any company (PAC) support or involvement
