About The Position

The Manager, Technology Services, at Manitoba Liquor & Lotteries is responsible for effective program delivery and management of technology services. This role involves managing technical resources that support the administration and delivery of on-premise and cloud platforms, database, data storage, data back-up and recovery systems, and file server technologies. The incumbent will report to the Director of Information Technology and will ensure that the technical environment is well documented and communicated, while also adhering to defined ITIL processes.

Requirements

  • Completion of a recognized degree or diploma in information technology, Computer Science, Business Administration, or equivalent.
  • A minimum of nine years' experience in an information systems function, with at least three years of supervisory/leadership experience.
  • A minimum of three years' experience in a senior technical role with knowledge of server/storage domains.
  • Knowledge and experience in implementing and managing according to ITIL processes.
  • Demonstrated management experience with strong leadership and organizational skills.
  • Demonstrated project management skills in an Information Systems environment.
  • Broad knowledge of IT industry best practices, technologies, architectures, and emerging technologies.
  • Excellent oral and written communication skills, including presentation skills.
  • Experience and proficiency in Microsoft 365 (Word, Excel, PowerPoint, Teams, and Outlook).
  • Experience drafting business cases.

Nice To Haves

  • Experience drafting RFP requirements and evaluating responses for related technologies and services.
  • Training in project management or a Project Management Professional (PMP) designation.
  • Accreditation in ITIL Service Level Management.
  • Expertise in Liquor, Gaming, and Cannabis Authority of Manitoba (LGCA) legislation and technical standards.

Responsibilities

  • Provide technical leadership to support the administration and delivery of on-premise and cloud platforms, database, file server, data storage, data back-up and recovery systems.
  • Balance resourcing requirements for technology services staff and contractors for both project and supporting business operations.
  • Deliver services related to technical infrastructure including on-premise and cloud platforms.
  • Develop and implement hardware and software migration/integration strategies.
  • Work with enterprise architects to develop standards and practices for hardware & software.
  • Review and revise support procedures to improve processes.
  • Develop technical support procedures.
  • Ensure that the technical environment is well documented and communicated.
  • Assist with the design and maintenance of cloud platforms and associated systems.
  • Provide direction to Service Desk and Operations staff.
  • Adhere to ITIL processes such as Incident, Problem, Change and Service Level Management.
  • Oversee the full technology contract lifecycle and ensure vendor adherence to contract obligations.
  • Negotiate contracts and service-level agreements for cost-effectiveness.
  • Implement vendor management strategies to mitigate risks and reduce costs.
  • Act as the primary point of contact for vendor-related issues.
