Northrop Grumman Aeronautics Systems (NGAS) is seeking a Supply Chain Program Manager 2 to join our team of qualified, diverse individuals and be the focal point for the entire Global Supply Chain (GSC) Program Management team and Global Supply Chain Team Functions. Requirements

  • Bachelor's degree with 5 years of experience in business management/program management, supply chain or operations OR a Master's degree with 3 years of experience in business management/program management, supply chain or operations, OR a High School Diploma/equivalent with 9 years of experience in business management/program management, supply chain or operations.
  • 3 years of team leader and/or people management experience.
  • An active DoD Secret level clearance is required to apply and to start the role.

Nice To Haves

  • Master’s Degree.
  • PMP certification.
  • Aerospace and Defense experience.
  • Understanding of the technical, manufacturing, or supply chain requirements for platforms or systems being delivered to US Government and International customers.
  • Experience working in SAP, EVMS, and Tableau systems.
  • Cost Account Management experience.
  • Excellent business acumen, problem solving, communication and organizational skills.
  • Ability to communicate with multiple levels internal to the organization and externally to suppliers.

Responsibilities

  • Responsible and accountable for the strategy, planning, and execution of all material and services content for a Program or collection of Programs.
  • Acts as the main focal point for the Program Management Office (PMO) for the entire supply chain and coordinates cross-functionally to ensure that all supply chain commitments are met.
  • Develops the material strategy and leads the activities for GSC in all phases of the Business Acquisition Process (BAP).
  • Ensures that prior to program execution, all elements of the proposed program(s) plans have complete and accurate schedules, budgets, make/buy plans, and procurement and subcontracts strategies.
  • Leads supply chain Program execution, is accountable for resource planning, material cost, forecasting, schedule performance, risk/opportunity management, supplier performance, and supply chain issue resolution.
  • Briefs the PMO and executive management on the status and issues affecting Program cost and schedule performance.
  • Oversees all aspects of Supply Chain for the Organizational Unit, delivering status reports and acting with a sense of urgency in response to exigent requirements.
  • Educates program and functional teams, direct reports, and suppliers on processes, policies, FAR/DFARS, and procurement and subcontracting principles.
  • Encompasses the full range of the procurement and subcontract acquisition process including participation in strategic sourcing decisions, domestic subcontracting, and preparing requests for proposals.
  • Evaluates proposal submissions, identifies risk and mitigation strategies, develops negotiation plans and negotiates, and prepares subcontract files in compliance with Northrop Grumman principles.
