About The Position

This position is responsible for major studies of transit routes and services, the development of corridor/transit center service plans and routine service change plans, directing and coordinating the development of transit services, the production of schedules, runcuts and runboard materials & monitoring & maintaining the schedule integrity of the transit system.

Requirements

  • Bachelor's degree in Transportation, Business Administration, Transportation Planning, Public Administration or related field.
  • A minimum of seven years of progressively responsible experience in both transit service planning and in transit scheduling.
  • A minimum of three years of progressively responsible management experience.
  • A minimum of five years of experience in manual and automated schedule making and runcutting techniques and the ability to understand the implications and constraints of Collective Bargaining Agreements.
  • Proficiency in transit planning and transit scheduling including transit demand modeling, multi-modal networks and alternative transit modes.
  • The ability to respond directly to public inquiries (including public meetings) in an understandable and diplomatic manner.
  • Proficient with Microsoft Office Suite.
  • Ability to communicate effectively, orally and in writing.
  • Ability to use sound judgment.
  • Ability to manage time and workload effectively which includes planning, organizing, and prioritizing with attention to details.
  • Ability to exercise independent judgment in the analysis and solution of complex service planning and scheduling issues.
  • Proficiency in statistical methods
  • An equivalent combination of education, experience, knowledge, skills, abilities.

Responsibilities

  • Recruits and manages staff to include interviewing, hiring, assigning work, training, coaching, and counseling to ensure consistent application of Employee Guidelines, processes, and procedures. Conducts performance review, and holds employees accountable for performance of their responsibilities.
  • Develops, administers and monitors all runboard service changes and assesses their impacts on ridership, cost and performance to ensure cost-effectiveness throughout the District and compliance with all federal, state and RTD regulations and requirements. Develops system wide annual service hour projections for Strategic Budget Plan development.
  • Coordinates with long range planning staff on major transportation investment (MIS) corridor planning studies, on Environmental Impact Statements (EIS), on the preparation of the annual Strategic Budget Plan (SBP), on the development of conventional and alternative system plans and on other transportation planning projects. Coordinates with Marketing Division staff to evaluate customer impact of proposed major service changes, market research, promotions and other activities related to service changes.
  • Direct the monitoring and evaluation of current services and requests for new and alternative service from stakeholders, and conducts or participates in public meetings to discuss proposed service changes and service issues.
  • Coordinates with Bus and Light Rail Operations Departments to develop runcutting parameters and vehicle assignments to ensure adequate vehicle and operator availability for current and planned service levels.
  • Makes presentations on major service changes, improvements, additions or deletions, represents the organization with representatives of public agencies, Transportation Management Organizations (TMO), and civic organizations concerning the development or modification of service.
