About The Position

The Manager of Residential Valuations is responsible for overseeing the personnel, policies, and procedures within the residential valuation division. This specialized and supervisory role involves managing all activities related to residential real estate valuation for ad valorem tax purposes, ensuring compliance with legal requirements, and conducting statistical analysis to reflect current market values. The position also requires interaction with property owners and legal representatives, as well as participation in emergency management assessments during disasters.

Requirements

  • Minimum of five (5) years of professional experience in a Property Appraiser's office or equivalent residential appraisal experience.
  • Bachelor's degree from an accredited college or university.
  • Certified Florida Evaluator (CFE) by the Department of Revenue (DOR).
  • State Certified Residential Appraiser license is required.
  • Proficiency in database software (Microsoft Access), spreadsheet software (Microsoft Excel), project management software, and word processing software (Microsoft Word).
  • Proficient in Adobe Acrobat for creating and editing PDF documents.

Nice To Haves

  • Bilingual in English and Spanish preferred but not required.
  • Management and residential experience is preferred.
  • Certificates such as Residential Evaluation Specialist (RES), Assessment Administration Specialist (AAS), and SRA Designated Member of the Appraisal Institute are preferred.

Responsibilities

  • Assist in the preparation of goals and objectives for the residential valuation division.
  • Establish and communicate priorities and evaluate workloads for timely completion of ad valorem valuations.
  • Review the work of residential analysts for accuracy and adherence to standards.
  • Supervise, counsel, and evaluate subordinates regarding job performance.
  • Conduct employee performance evaluations for staff.
  • Investigate complaints and confer with property owners or their legal representatives regarding valuation methods and policies.
  • Manage matters relating to residential properties before the Value Adjustment Board (VAB).
  • Work with VAB petitions to identify impacted parcels and prepare documentation.
  • Defend residential assessment values to the public and at VAB hearings when necessary.
  • Conduct statistical analysis and review valuation techniques to calibrate computer models.
  • Ensure completion of departmental objectives and mandated inspection cycles for residential properties.
  • Conduct damage assessments in coordination with emergency management offices during disasters.
  • Become an Emergency Responder for damage assessment purposes and assist during emergency situations.
